RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Employment Contract No. 23-793 with Samantha Cowell, to continue performing assigned duties as a Staff Analyst II, to extend the term of the contract by three years, for an estimated annual cost of $150,679 ($97,843 Salary, $52,835 Benefits), for a total contract term of July 29, 2023, through July 20, 2029.

2.                     Rescind the action of the Board of Supervisors on July 25. 2023 (Item No. 22), authorizing the Assistant Executive Officer to execute amendments to extend the term of the employment contract for a maximum of three successive one-year periods, on behalf of the County, subject to County Counsel review.

FINANCIAL IMPACT

Approval of this item does not result in the use of Discretionary General Funding (Net County Cost). The recommended contract in the amount of $150,679 will be 100% funded through the Children and Families Commission - First 5 San Bernardino grant for the full contract term. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

In 1985, the San Bernardino County (County) Grand Jury recommended that an inter-agency council be established to study and coordinate services for children in the County. The Children’s Network (CNET) was created the following year to improve outcomes for children and their families. CNET helps to establish and support partnerships with other public and private child serving agencies throughout the county and beyond.

 

On July 25, 2023 (Item No. 22), the Board of Supervisors (Board) approved Employment Contract No. 23-793 (Employment Contract) with Samantha Cowell, in the amount of $110,463, for the period of July 29, 2023, through July 28, 2026. The Employment Contract authorizes the Assistant Executive Officer (AEO) to execute amendments to extend the term of this contract for a maximum of three successive one-year periods.

 

Approval of Recommendation No. 1 will approve Amendment No. 1 to the Employment Contract with Samantha Cowell, Staff Analyst II, extending the contract term by three years, for a total contract period of July 29, 2023, through July 20, 2029. The recommended contract amendment will be subject to the termination provisions of the Employment Contract. The Employment Contract can be terminated by either party without cause upon 14 days’ written notice to the other party.  Based on the terms of Amendment No. 1, there is no need for the Board to delegate its authority to the AEO to execute amendments to extend the term of the Employment Contract. As a result, Recommendation No. 2 will rescind the action taken by the Board on July 25. 2023 (Item No. 22), that authorized the AEO to execute amendments to extend the term of the Employment Contract for a maximum of three successive one-year periods
