FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Acceptance of the Transitional Housing Program (THP) Round 8 Allocation of $1,610,451, and Housing Navigation and Maintenance Program (HNMP) Round 5 Allocation of $1,177,561 will provide the County with a total of $2,788,012, which is 100% State General Funds. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget and will be included in future recommended budgets.

BACKGROUND INFORMATION

The Budget Act of 2026 (BA) requires the California Department of Housing and Community Development (HCD) to allocate funding to counties for the purpose of housing stability to help young adults ages 18 through 24 secure and maintain housing, with priority given to young adults formerly in the foster care or probation systems. All the funds will be administered by Children and Family Services (CFS). Funding is authorized under item 2240-102-0001 of Section 2.00 of the BA (Chapter 19 of the Statutes of 2026) and Chapter 11.7, commencing with Health and Safety Code Section 50807, of Part 2 of Division 31 of the Health and Safety Code.

Pursuant to Chapter 11.7 of the Health and Safety Code, HCD consulted with the Department of Social Services, the Department of Finance, and the County Welfare Directors Association to develop a formula allocation schedule for the purpose of distributing these funds to counties. Pursuant to the BA, the allocation is based on each county's percentage of the total statewide number of young adults ages 18 through 24 in foster care, and homeless unaccompanied young adults ages 18 through 24, excluding those counties that could not demonstrate need.

A county that accepts an allocation of funds is required to provide training to its child welfare agency social workers and probation officers who serve non-minor dependents. The training will describe the social worker and probation officer roles in identifying unstable housing situations for youth and referring youth to housing assistance programs. The training will also provide an overview of the housing resources available as well as instructions on how to refer young adults and families to housing resources.

CFS will use the THP funds to help young adults, ages 18 through 24, secure and maintain housing with priority given to young adults formerly in the state's foster care or probation systems. CFS anticipates providing services to 20 qualified young adults at an estimated direct-service cost of $52,111.46 per participant, based on the combined 2025-26 THP and HNMP average described below. Qualified young adults are individuals who demonstrate a willingness to participate in program activities such as attending classes that teach life skills, continuing education, and securing employment. The use of funds may include, but is not limited to:

1.                     Identification of and assistance with housing services for this population in the County.

2.                     Assistance in securing and maintaining housing, including assistance with rent, utilities, furniture, and household items, as needed (with priority given to those currently or formerly in the foster care or probation system).

3.                     Improvement of coordination among various services and linkages to community resources within the child welfare system and the Homeless Continuum of Care.

4.                     Facilitation of engagement in outreach, targeting services to those with the most severe needs.

CFS will use the HNMP funds for housing specialists (called housing navigators), who will assist the County's young adults, ages 18 through 24, with efforts to locate available housing and overcome barriers to obtaining housing. CFS anticipates providing services to 20 qualified young adults at an estimated direct-service cost of $52,111.46 per participant, based on the same combined FY 2025-26 average. Housing navigation and maintenance activities may focus on providing assistance to young adults in securing and maintaining housing with priority access given to those in the state's foster care system. CFS will leverage other funding, including Homeless Housing Assistance and Prevention and Family Unification Program to provide resources including hard goods, rent, deposits, and services to help stabilize the participant.

The estimated direct-service cost per participant was calculated using 2025-26 expenditure and participation data. HNMP expenditures totaled $1,194,121, including $313,494.34 in administrative costs. After deducting administrative costs, HNMP direct-service expenditures totaled $880,626.66. Adding $317,937 in THP direct-service expenditures resulted in combined direct-service expenditures of $1,198,563.66. Dividing this amount by the 23 participants served resulted in an average direct-service cost of $52,111.46 per participant. This historical average provides a planning estimate for services supported by the proposed allocations. It is not calculated by dividing the proposed two-year THP allocation of $1,610,451 or HNMP allocation of $1,177,561 by the anticipated number of participants, and it excludes administrative costs.

On September 10, 2026, CFS received notification from HCD of the availability of allocation funds by receipt of the Transitional Age Youth Program 2026-27 Allocation Acceptance Form (TAY Allocation Acceptance Form), which serves as a single joint application for the THP and HNMP allocations. To accept an allocation, counties must submit the TAY Allocation Acceptance Form, GovTIN Form, and a resolution authorized by the County Board of Supervisors (Board) to HCD no later than 5:00 p.m. on September 24, 2026. As the Board-authorized resolution was not available by that date, CFS notified HCD of this scheduled Board meeting date and the anticipated date the authorizing resolution will be submitted to HCD. On October 6, 2026, CFS reported that HCD had approved the scheduled October 20, 2026 Board meeting date. The item is being brought forward at this time after the required program, administrative and legal reviews.

The delegated authority requested in Recommendation Nos. 2 and 3 will allow the Director of CFS to complete HCD’s application process and address non-substantive administrative corrections without returning to the Board for each correction. This authority is limited to application documents and non-substantive amendments to those documents, subject to review by County Counsel. CFS will return to the Board for approval and acceptance of the allocation and award agreements, including any additional allocations.

The 2025-26 Standard Agreement templates for THP Round 7 and HNMP Round 4, consisting of Exhibit A (Authority, Purpose, and Scope of Work) and Exhibit B (Budget Detail and Payment Provisions), are included with this item for reference, as HCD will not make the corresponding 2026-27 exhibits for THP Round 8 and HNMP Round 5 available until November 2026. Upon receipt of the THP Round 8 and HNMP Round 5 allocation of funds, as well as any additional allocation of funds, CFS will return to the Board for approval and acceptance of the allocation award agreements, including the applicable 2026-27 exhibits.
