Establish Weight Restrictions on Santa Ana Avenue in the Bloomington Area and San Bernardino Avenue in the Fontana Area

Recommendation
Adopt Resolution that:
1. Prohibits commercial vehicles exceeding a gross weight of 14,000 pounds, equivalent to seven tons, pursuant to County Code section 52.0125(c), from traveling on the following County-maintained roadway segments:
a. Santa Ana Avenue between Cedar Avenue and the City of Rialto boundary, approximately 700 feet east of Cactus Avenue, in the Bloomington area.
b. San Bernardino Avenue between Live Oak Avenue and Elm Avenue in the Fontana area.
2. Directs the County Road Commissioner to erect and maintain signs indicating such prohibition and to perform such acts as are necessary to implement the terms of the Resolution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,000 to install the appropriate signs, as well as minor administrative costs to update the Department of Public Works (Department) records, will be financed by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2026-27 Road Operations budget (6650002000).
BACKGROUND INFORMATION
On December 16, 2025 (Item No. 136), following a public hearing, the Board of Supervisors (Board) adopted amendments to the Countywide Policy Plan and Business Plan (implementing Policy IMP-2021-TM-10) to establish and implement truck routes as required by Assembly Bill 98. Because roadway weight restrictions are governed separately by the California Vehicle Code and Title 5 of the County Code, the proposed weight-restricted roadways were removed from that item for separate consideration under the applicable procedures. Although Assembly Bill 98 does not require the County to establish roadway weight restrictions, the restrictions support implementation of the County’s adopted truck-route policies.
As part of implementing Policy IMP-2021-TM-10 (Truck Routes), Fehr & Peers, the County’s consultant for traffic engineering investigation and technical analysis, completed a traffic engineering investigation of potential weight restrictions. The investigation recommended restricting commercial vehicles exceeding 14,000 pounds, which is equivalent to seven tons, on the following roadway segments:
• Santa Ana Avenue between Cedar Avenue and the City of Rialto boundary, approximately 700 feet east of Cactus Avenue, in the Bloomington area.
• San Bernardino Avenue between Live Oak Avenue and Elm Avenue in the Fontana area.
Both roadway segments are within unincorporated residential areas and are maintained to residential roadway standards. The proposed restrictions are intended to limit heavy commercial vehicle traffic on these residential roads, reduce pavement damage, and direct truck traffic to more appropriate routes.
California Vehicle Code section 35712 authorizes a county to prohibit commercial vehicles exceeding a gross weight of 14,000 pounds from using highways in unincorporated residential or subdivision areas. Consistent with that authority, County Code section 52.0125(c) provides that, when the Board determines, based on a traffic engineering investigation, that such a restriction is necessary, the Board may act by resolution and direct the Road Commissioner to install and maintain signs indicating the prohibition.
Additionally, pursuant to California Vehicle Code section 35713, Policy IMP-2021-TM-10 (Truck Routes) identifies the alternate commercial vehicle routes shown and described in Exhibit A and Exhibit B in the resolution. Each alternate route shall remain unrestricted by local regulation as to commercial vehicles while the corresponding weight restriction remains in effect.
Based on the completed traffic engineering investigation, the Department recommends establishing the proposed weight restrictions. Approval of this item will also direct the County Road Commissioner to install and maintain the required signs and take any other actions necessary to implement the restrictions.
This item aligns with the County and the Chief Executive Officer’s goals and objectives to operate in a fiscally responsible manner by prohibiting commercial vehicles over seven tons on this County-maintained roadway.
