FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost), as it is non-financial in nature. Services are funded through Child Care Resource Center, Inc.’s (CCRC) existing California Home Visiting Program (CHVP) funding and no County funds are exchanged.
BACKGROUND INFORMATION
CCRC provides home visiting services using the Healthy Families America evidence-based home visiting model, funded by the California Department of Public Health (CDPH) through the CHVP. CHVP is a state-funded program designed to support at-risk pregnant individuals and families with young children by promoting maternal health, improving infant and child health, strengthening family functioning, and reducing the risk of child maltreatment.
This Memorandum of Understanding (MOU) establishes a non-financial partnership between Children and Family Services (CFS) and CCRC to support referral coordination for the CHVP. Through this partnership, CFS will identify and refer eligible families, specifically pregnant individuals and caregivers with children up to 24 months of age who may be at risk of child maltreatment, to CCRC for voluntary home visiting services.
CFS and CCRC have previously operated within the same broader network of community-based family support services in San Bernardino County (County). However, this coordination has not included a formalized or standardized referral process specific to the CHVP. This MOU establishes a defined referral pathway to improve consistency in service linkage and support early intervention efforts.
This MOU is not the result of a county or state procurement process. CCRC operates the CHVP through existing CDPH funding, and this MOU does not involve the exchange of County funds. Instead, the MOU formalizes coordination between CFS and CCRC to facilitate access to existing community-based services.
Under this MOU, CCRC will provide in-home and virtual case management services, including screenings and assessments to identify families at risk for child maltreatment or adverse childhood experiences, routine assessment of parent-child interactions and child development, and linkage to additional supportive services based on family needs. CFS will identify and refer eligible families, with an emphasis on populations aligned with prevention priorities, including families residing in the High Desert region of the County.
This partnership supports early intervention and family-strengthening efforts by connecting families to voluntary, community-based services, consistent with the County’s prevention-focused service model.
