RECOMMENDATION(S)
Recommendation
1. Approve employment contract with Isabelle Chang as a Programmer Analyst I to provide service and support to the Auditor-Controller/Treasurer/Tax Collector’s Information Technology Division, for the estimated annual cost of $118,605 (Salary - $84,718, Benefits - $33,887), for the period of May 30, 2026 through May 25, 2029, with the option to extend the term of the contract for a maximum of three successive one-year periods.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to execute amendments to the employment contract to extend the contract term for a maximum of three successive one-year periods, on behalf of the County, subject to review by County Counsel.
3. Direct the Auditor-Controller/Treasurer/Tax Collector to transmit all amendments in relation to this employment contract to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of the item will not result in the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation has been included in the Auditor-Controller/Treasurer/Tax Collector’s (ATC) 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The ATC Information Technology Division (ATC-IT) is leading key modernization efforts as the organization adopts advanced technologies, increasing the need for specialized expertise in system integration, automation, and optimization. ATC-IT currently does not have a dedicated Programmer Analyst I assigned to support these initiatives, making it essential to expand its capacity.
Recommendation No. 1 will engage Isabelle Chang (Ms. Chang) to serve as a Programmer Analyst I for ATC from May 30, 2026 through May 25, 2029, with the option to extend for up to three additional one-year terms. Key responsibilities include supporting artificial intelligence and automation initiatives, enhancing SharePoint and workflow systems, assisting with disaster accounting solutions, performing data integration and validation, and providing testing, troubleshooting, and technical support in collaboration with vendors and internal stakeholders. This role is essential to advancing ATC’s modernization efforts and sustaining long-term innovation.
Recommendation No. 2 will allow ATC to execute a maximum of three successive one-year amendments to the employment contract with Ms. Chang as provided for in the contract. The employment contract can be terminated by either party at any time without cause, with 14 days’ prior written notice. The contract may be terminated immediately by the County, for just cause.
