Recommendation

Approve Amendment No. 2 to Employment Contract No. 25-166 with Glen Thomazin D.O., effective September 5, 2026, to continue providing strategic advisor services, amending the not-to-exceed hours, from 39 hours to 40 hours per biweekly pay period, adding a required 40 hours of service per biweekly pay period, adding specified benefits, and extending the term by one year, for a total contract term of May 31, 2025, through December 11, 2027, with no change to the rate of $170 per hour.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Approval of Amendment No. 2 to Employment Contract No. 25-166 with Glen Thomazin D.O. would allow Department of Public Health (DPH) to continue the employment of the contract physician funded with existing ongoing 1991 Realignment funds. Adequate appropriation and revenue have been included in DPH’s 2026-27 budget.

 

BACKGROUND INFORMATION

DPH provides comprehensive primary care services to uninsured and underinsured populations throughout San Bernardino County (County). The Strategic Advisor position assesses and analyzes the operations of DPH’s Federally Qualified Health Centers (FQHCs), focusing on patient delivery services and financial performance that flows from the operations. Additionally, the Strategic Advisor develops tailored strategies, quality assurance processes, action plans, and performance improvement initiatives to streamline administrative actions, increase revenue, and align with DPH’s objectives and industry standards.

 

On March 25, 2025 (Item No. 42), the Board approved Contract No. 25-166 with Glen Thomazin D.O., to provide strategic advisor services, at the rate of $170 per hour, not to exceed 235 hours, with an estimated contract amount of $40,000, for the term of May 31, 2025 through December 12, 2025.

 

On November 18, 2025 (Item No. 54), the Board approved Amendment No. 1 to the Contract No. 25-166, amending the not-to-exceed hours, from a total of 235 hours to 337 hours, for the time period of May 31, 2025, through December 12, 2025, and 39 hours per biweekly pay period effective December 12, 2025, as well as extending the term by one year, for a total contract term of May 31, 2025, through December 11, 2026.

 

Amendment No. 2 to Contract No. 25-166 amends the not-to-exceed hours, from 39 hours to 40 hours per biweekly pay period, adds a required 40 hours of service per biweekly pay period, adds specified benefits, and extends the term for an additional year for a total contract term of May 31, 2025, through December 11, 2027 to continue providing strategic advisor services for DPH’s FQHCs. The amendment is effective September 5, 2026.
