RECOMMENDATION(S)
Recommendation
1. Approve standard revenue agreement template for the Sheriff/Coroner/Public Administrator to provide dispatch services to outside public agencies between July 1, 2026 and June 30, 2029.
2. Approve standard Memorandum of Understanding template for the Sheriff/Coroner/Public Administrator to provide dispatch services to other County departments between July 1, 2026 and June 30, 2029.
3. Authorize the Sheriff/Coroner/Public Administrator, Undersheriff, Assistant Sheriff, or the Chief Deputy Director of Sheriff’s Administration to execute individual agreements with outside agencies, and individual memoranda of understanding with other County departments, to provide dispatch services to the agencies and departments between July 1, 2026 and June 30, 2029.
4. Authorize the Sheriff/Coroner/Public Administrator to revise the cost of services, as reflected in Schedule A, and to execute non-substantive amendments to the agreements and memoranda of understanding, on an annual basis, based on the Board of Supervisors-approved Sheriff/Coroner/Public Administrator’s budget for future years, subject to review by County Counsel.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of providing dispatch services varies based on personnel, direct services and supplies costs, resulting in the need to adjust the fee schedule within the agreements and memoranda of understanding (MOUs) annually. Sufficient appropriation and revenue are included in the Sheriff/Coroner/Public Administrator’s (Department) 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Department provides dispatch services when requested to various outside public agencies and County departments using existing personnel and equipment for emergencies and non-emergencies. These services allow each agency to have radio contact with the Department’s dispatch centers in case of an emergency that requires response by law enforcement personnel.
On June 25, 2024 (Item No. 111), the Board of Supervisors (Board) approved revenue agreements with ten cities and outside agencies, and authorized the Department to revise the cost of services on Schedule A, and execute amendments to each individual agreement for emergency dispatch services with outside agencies and other County departments, through June 30, 2026.
Approval of the recommended templates in Recommendations 1 and 2 will allow the utilization of standardized templates, which will ensure the most efficient method to contract with agencies for these services, as the terms and conditions between agencies and departments do not change.
Approval of Recommendation 3 will authorize the Sheriff/Coroner/Public Administrator, Undersheriff, Assistant Sheriff, or the Chief Deputy Director of Sheriff’s Administration to execute individual agreements and MOUs to (1) replace expired agreements and MOUs, and (2) enter into new agreements and MOUs with outside public agencies and County departments, as requested. These requests to establish services come at various times and may require services to start as soon as possible. The delegated authority will enable the Department to process these requests in a timely manner. Any agreement or MOU differing from the respective template will be presented to the Board for approval. All agreements and MOUs utilizing the templates will terminate on June 30, 2029, but early termination by either party with ninety (90) days’ written notice is permitted.
Approval of Recommendation 4 will authorize the Department to revise and execute amendments to Schedule A and MOUs on an annual basis in order to update the personnel, direct services and supplies costs approved within the Department’s budget. Due to a detailed review and additional changes, the Department was unable to submit the templates for approval when intended. The request for approval is being submitted to the Board at the earliest available meeting.
