RECOMMENDATION(S)

Recommendation

1.                     Consider proposed ordinance amending the San Bernardino County Code relating to Lobbyist Transparency, Registration and Reporting.

2.                     Make alterations, if necessary, to proposed ordinance.

3.                     Approve introduction of proposed ordinance.

                     An ordinance of San Bernardino County, State of California, to add Division 11 to Title 1 of the San Bernardino County Code, relating to Lobbyist Transparency, Registration and Reporting.

4.                     SCHEDULE ORDINANCE FOR FINAL ADOPTION ON TUESDAY, AUGUST 18, 2026, on the Consent Calendar.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost), as these updates to the County Code (Code) are non-financial in nature.

 

BACKGROUND INFORMATION

The proposed ordinance will amend the Code to add an ordinance related to Lobbyist Transparency, Registration and Reporting. The proposed new ordinance would: require lobbyists to register and maintain current information regarding their lobbyist status; make lobbyist registration forms available for public viewing; and prohibit lobbyists from certain actions, such as deceiving a County official or making contributions to a County official in violation of the law.  The registration program shall be administered by the Clerk of the Board of Supervisors.  County-contracted lobbyists that act on behalf of the Board of Supervisors and the County’s approved legislative platform would not be included in the scope of the proposed ordinance.
