1.                     Approve Contracts with the following seventeen vendors to provide temporary help services to Registrar of Voters for election workers, at fixed rates, for the period of September 22, 2026 through September 22, 2031:

2.                     Authorize the Purchasing Agent to execute non-substantive amendments to the contracts in Recommendation No. 1, including but not limited to, adding, replacing and deleting classifications, and adjusting rates in Attachment A, subject to County Counsel review.

3.                     Direct the Purchasing Agent to transmit any non-substantive amendments to the contracts in Recommendation No. 1 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost) for the County’s share of election costs. Other jurisdictions’ share of temporary help costs related to the election will also increase. The average annual cost for temporary election workers is approximately $6.1 million, and the Registrar of Voters (ROV) is responsible for ensuring there is sufficient funding in its approved budget for temporary help services.

Adequate appropriation and revenue have been included in the ROV’s 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The recommended contracts will allow ROV to conduct elections and utilize the assistance of temporary election workers to perform various election-related activities. The need for temporary election workers is driven by local, state, and federal election cycles, and such workers are necessary for ROV to maintain voter registration and election records, and to conduct the County’s elections effectively.

 

Under the recommended contracts, the County may terminate with a 30-day advance written notice. The contracts also provide the ability for temporary help service agencies to bill the County for overtime in accordance with State of California law.

 

Recommendation No. 2 authorizes the Purchasing Agent to add or delete classifications and adjust rates necessary for ROV operations, if an unanticipated need arises and to support the election during condensed timelines.

 

PROCUREMENT

On April 20, 2026, the Purchasing Department (Purchasing) released a formal Request for Proposal (RFP AGENCY26-PURC-6345) Temporary Staffing Services for Registrar of Voters through the San Bernardino County Electronic Procurement (ePro) network. Eighteen proposals were received from the agencies listed below by the submittal deadline of June 1, 2026.

The evaluation committee was comprised of three staff members from ROV. The evaluation process included review of criteria including, but not limited to, past performance, ability to provide services in a timely manner, and background and/or health screenings. Based on the evaluation results, 17 agencies were recommended for contract award. One agency proposal was reviewed and deemed non-responsive.

 

Award and denial letters were sent to all Proposers on Tuesday, September 8, 2026. No protests were received.

 

Purchasing supports the recommended contracts to support election operations.
