Recommendation
1. Consider proposed ordinance relating to massage technician licenses.
2. Make alterations, if necessary, to proposed ordinance.
3. Approve introduction of proposed ordinance.

BACKGROUND INFORMATION
The State of California enacted the Massage Therapy Act on September 18, 2014, establishing statewide certification and oversight of massage professionals. This Act prohibits local jurisdictions from enforcing ordinances that conflict with Chapter 10.5 of Division 2 of the Business and Professions Code or Government Code section 51034.
On November 18, 2014 (Item No. 66), the Board adopted Ordinance 4263, which prohibited the Clerk of the Board of Supervisors from accepting applications to issue any new massage technician licenses or renewals under Chapter 20 of Division 1 of Title 4 after January 15, 2015.
Repealing the remaining County Code section will align with state law to streamline County operations.
