FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). Funding in the amount of $3,191,300 from the California Department of Public Health (CDPH) for the Childhood Lead Poisoning Prevention Program (CLPPP) does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2026-27 budget and will be included in the 2027-28 recommended budget.

 

BACKGROUND INFORMATION

Lead poisoning is a significant environmental health problem for children in California. Medical evidence indicates that neurological damage can occur at very low levels of lead exposure, resulting in learning impairments which have substantial medical and societal impacts. Since 1991, CDPH has allocated funds to local health jurisdictions to provide community outreach, education, inspection, and mitigation services related to lead poisoning prevention. In 2025, a total of 531 children and youth under the age of 21 years old in San Bernardino County were identified with an elevated blood lead level.

 

DPH services support the CLPPP goal of decreasing the exposure of children to lead and the incidence of elevated blood lead levels in children by providing on-site proactive inspections and environmental investigations consisting of sampling inside and outside the home to identify potential sources of lead hazards (e.g., soil, dust, water, paint chips), to ensure remediation of lead hazards in areas where children live, play, learn, sleep, and otherwise spend time. DPH staff provide information on sources of lead poisoning and case management services for children who are lead poisoned, including coordination of care and linkage to appropriate health care services.

 

On February 10, 2026, in compliance with County Policy No. 05-13, the Chief Executive Officer approved the submission of an application for CLPPP funding in the amount of $3,191,300 for the period of July 1, 2026 through June 30, 2028.

 

On April 14, 2026, DPH received State Agreement No. 26-10102 from CDPH, for CLPPP funding in the amount of $3,191,300, for the period of July 1, 2026 through June 30, 2028.

 

DPH recommends approval of the Grant Award Agreement to continue to provide CLPPP services and education to children, families, and communities within San Bernardino County.
