RECOMMENDATION(S)
Recommendation
1. Terminate Employment Contract No. 21-767 with Frank Forbes as a Field Representative I, effective June 26, 2026 (Four votes required).
2. Approve Employment Contract with Frank Forbes to provide support services to the Third Supervisorial District as a Community Services Liaison, effective June 27, 2026, for an estimated annual cost of $19,932 (Salary - $19,500, Benefits - $432).

FINANCIAL IMPACT
Approval of the recommendation will not require the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation exists within the Third District’s 2025-26 budget to fund the costs related to the employment contract and will be included in future recommended budgets.
BACKGROUND INFORMATION
Staff services to members of the Board of Supervisors (Board) are provided through contractual arrangement, as required by the County Charter.
On October 26, 2021 (Item No. 4), the Board approved Employment Contract No. 21-767 (Contract) with Frank Forbes to provide support services as a Field Representative I for the Third District, effective on October 23, 2021.
On March 24, 2026 (Item No. 10), the Board approved Amendment No. 1 to the Contract to add provisions governing when a new employment contract or amendment is required, amending the term of the contract, and adding Special Assignment Compensation, with no other changes to the Contract.
Recommendation No. 1 will terminate the existing Employment Contract No. 21-767 effective June 26, 2026, which requires four votes per Section 210 of the San Bernardino County Charter and the termination provisions within this contract.
Recommendation No. 2 will initiate a new employment contract to engage Frank Forbes as a Community Services Liaison for the Third District, with a $750 bi-weekly stipend plus legally required benefits, effective June 27, 2026.
Either party may terminate the contract at any time without cause with a 14-day prior written notice to the other party. The contract may be terminated for just cause immediately by the County.
