RECOMMENDATIONS

Recommendation

1.                     Approve Amendment No. 1 to increase each of the following agreements in the category of civil engineering by $500,000, from $1,500,000 to $2,000,000, to continue providing civil engineering services, with no change to the term of May 23, 2023 through May 22, 2028:

a.                     IMEG Corp., Agreement No. 23-366

b.                     Huitt-Zollars, Inc., Agreement No. 23-368

2.                     Approve Amendment No. 1 to increase each of the following agreements in the category of labor compliance provider by $200,000, from $450,000 to $650,000, to continue providing labor compliance provider services, with no change to the term of May 23, 2023 through May 22, 2028:

a.                     TSG Enterprises, Inc., dba the Solis Group, Agreement No. 23-421

b.                     Cumming Management Group, Inc., Agreement No. 23-422

c.                     Fountainhead Consulting Corporation, Agreement No. 23-423

d.                     Safework, Inc., Agreement No. 23-424

3.                     Approve Amendment No. 1 to increase each of the following agreements in the category of surveying by $150,000, from $225,000 to $375,000, to continue providing surveying services, with no change to the term of May 23, 2023 through May 22, 2028:

a.                     David Evans and Associates, Inc., Agreement No. 23-401

b.                     IMEG Corp., Agreement No. 23-403

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The on-call professional services provided under these agreements are fully funded within the individual project budgets as part of the Capital Improvement Program (CIP), as approved by the Board of Supervisors (Board). The proposed amendments increase total contract authority by $2,100,000 across the identified agreements.

 

BACKGROUND INFORMATION

Since its inception in July 2005, the on-call consultant process has provided expert architectural, engineering, testing, mechanical/electrical/plumbing engineering, and construction management services for numerous CIP projects. The availability of on-call services has allowed the Project and Facilities Management Department (PFMD) to accelerate the selection of design, engineering, or construction related professional services, resulting in valuable savings of time and cost in the overall design/construction timeline. The on-call consultant process has improved the delivery of much-needed projects. Operationally, the on-call consultant process has been integral in helping PFMD meet the San Bernardino County (County) and Chief Executive Officer’s goals and objectives to improve County government operations and operate in a fiscally responsible and business-like manner by providing savings of time and cost in the overall design and construction timeline of projects.

 

On May 23, 2023 (Item No. 50), as the result of Request for Proposals Nos. ANE223-ANE2C-4789 and ANE223-ANE2C-4786, the Board approved 83 on-call professional services agreements, which included the contractors identified in Recommendations 1 through 3.

Approval of Amendment No. 1 to Agreement Nos. 23-366 and 23-368 with IMEG, Corp., and Huitt-Zollars, Inc., respectively, will increase each total contract amount by $500,000, from $1,500,000 to $2,000,000, to allow firms to continue providing civil engineering services for active projects across multiple County facilities including County Fire, County Counsel, Sheriff/Coroner/Public Administrator (Sheriff), Department of Public Health (DPH), County Government Center, and various other facilities.

Approval of Amendment No. 1 to Agreement Nos. 23-421, 23-422, 23-423, and 23-424 with TSG Enterprises, Inc., dba the Solis Group, Cumming Management Group, Fountainhead Consulting Corporation, and Safework, Inc., respectively, will increase each total contract amount by $200,000, from $450,000 to $650,000, to allow firms to continue providing labor compliance provider service for active projects across multiple County facilities including County Fire, County Counsel, Sheriff, DPH, County Government Center, and various other facilities.

Approval of Amendment No. 1 to Agreement Nos. 23-401 and 23-403 with David Evans and Associates, Inc., and IMEG Corp., respectively, will increase each total contract amount by $150,000, from $225,000 to $375,000, to allow firms to continue providing surveying services for active projects across multiple County facilities including County Fire, County Counsel, Sheriff, DPH, County Government Center, and various other facilities.

The above requested amendments are necessary at this time as prior approved agreement limits are reaching their maximum threshold. The service providers are currently engaged in existing County projects, or upcoming projects, and if the agreement limits are not increased it will impact the County’s ability to proceed with these projects and may delay completion. Many of these service providers are extremely familiar with County procedures and special needs and a loss of them would have a negative impact on ongoing construction and design.
