Recommendation
Approve Non-Financial Transfer Agreement with Oak Grove Manor LLC to allow for the transfer of patients who require higher level of care services to Arrowhead Regional Medical Center for the five year period of December 5, 2023 through December 4, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the Transfer Agreement is non-financial in nature. No funds will be exchanged between Arrowhead Regional Medical Center (ARMC) and Oak Grove Manor LLC (Oak Grove) for the transfer of patients and each facility will be responsible for billing the applicable third-party payors for the costs associated with patient care provided at the respective facilities.

BACKGROUND INFORMATION
Approval of the Transfer Agreement (Agreement) with Oak Grove will allow ARMC to provide care and services to the residents at Oak Grove, which is a congregate living health facility in San Bernardino.

Establishing transfer agreements with congregate living facilities, such as Oak Grove, allows ARMC to provide acute care services to San Bernardino County residents that the congregate facilities are unable to provide. Federal law requires that these facilities establish transfer agreements with an acute care hospital to meet the medical needs of patients that require a higher level of care.
