RECOMMENDATION(S)

Recommendation

1.                     Accept and approve Grant Award Agreement (State Agreement No. CCTR-3403) from the California Department of Social Services for the General Childcare and Development Expansion Program in the amount of $3,467,859, for the period of July 1, 2023, through June 30, 2024.

2.                     Authorize the addition of six regular positions to support the Preschool Services Department’s General Child Care and Development Expansion Program under the following classifications:

a.                     PSD Program Manager, Management Unit, Range 61, estimated annual cost of $113,865 (Salary $76,814, Benefits $37,051)

b.                     PSD Program Supervisor, Supervisory Unit, Range 47, estimated annual cost of $80,993 (Salary $54,725, Benefits $26,268)

c.                     Special Education Specialist, Professional Unit, Range 52, estimated annual cost $86,041 (Salary $58,136, Benefits $27,905)

d.                     PSD Behavioral Health Specialist, Administrative Unit, Range 47, estimated annual cost $80,993 (Salary $54,725, Benefits $26,268)

e.                     Supervising Accountant/Auditor, Supervisory Unit, Range 60, estimated annual cost $110,945 (Salary $74,963, Benefits $35,982)

f.                     Staff Analyst I, Administrative Unit, Range 50, estimated annual cost $86,965 (Salary $58,760, Benefits $28,205)

FINANCIAL IMPACT

This item does not impact the Discretionary General Funding (Net County Cost). The grant award for the General Child Care and Development (CCTR) Expansion Program in the amount of $3,467,859 is 100% funded by the California Department of Social Services (CDSS) and does not require a local match. PSD requests the addition of the six full-time, regular positions listed in Recommendation No. 2, which will support the CCTR Expansion Program. Adequate appropriation and revenue have been included in Preschool Services Department’s (PSD) 2023-24 budget.

 

BACKGROUND INFORMATION

PSD will use the CCTR Expansion Program funding to serve 150 children ages 0 to 3, residing within San Bernardino County, who are eligible to be enrolled in the Early Head Start program, at the estimated annual cost of $21,696 per child. Through a comprehensive services model, PSD aims to increase access to high quality infant and toddler care, education, early identification of mental health or disability needs, family engagement, and engagement with community programs and services. This program funding allows PSD to expand the provision of childcare, providing full-day childcare in a healthy and nurturing environment, addressing the lack of affordable infant and toddler care, thereby assisting low-income families by removing an obstacle to adults’ working full-time. Funding will also be used to recruit additional teaching staff and fund ongoing staff development on curriculum, understanding licensing requirements, and promoting school readiness.

 

The additional positions requested in Recommendation No. 2 are needed to support the enhancement of the CCTR Expansion Program and provision of the expanded services. These positions are necessary for program administration and support, management and supervision of the program and staff, and the provision of services directly to participating children and families. Should the CCTR Expansion Program funding be decreased or eliminated, PSD will reallocate staff to other PSD positions.

 

To receive ongoing funding for this program, PSD must submit an annual continued funding application. On March 14, 2023 (Item No. 26), the Board of Supervisors approved the submission of a grant application to the CDSS for the CCTR Expansion Program, in the amount of $3,254,472, for grant period of July 1, 2023, through June 30, 2024. 

 

This item is being presented at this time as PSD received the grant award agreement (State Agreement No. CCTR-3403) from the CDSS on April 2, 2024, via email, and this is the first date available following the required operational, fiscal, and legal reviews. Approval by the Board of Supervisors at this time will have no impact on PSD’s CCTR services and activities.
