RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Contract No. 23-611 with CML Security, LLC, for the provision of maintenance, repairs, and emergency services of detention center locks, slides, doors, and hardware at Sheriff/Coroner/Public Administrator facilities, increasing the contract amount by $1,532,000, from $2,298,000 to $3,830,000, exercising the option to extend the term for two years, for a total contract term of July 1, 2023, through June 30, 2028.

2.                     Approve Amendment No. 2 to Contract No. 23-612 with CML Security, LLC, for the provision of maintenance, repairs, and emergency services of detention center locks, slides, doors, and hardware at Probation Department facilities, increasing the contract amount by $340,000, from $740,000 to $1,080,000, exercising the option to extend the term for two years, for a total contract term of July 1, 2023 through June 30, 2028.

3.                     Authorize the Sheriff/Coroner/Public Administrator, Undersheriff, or Chief Deputy Director of Sheriff’s Administration to execute change orders to Contract 23-611, as long as the total aggregate amount of such change orders does not exceed 15% ($229,800) of the total increase amount requested, and the change orders do not amend the contract term, subject to review by County Counsel.

4.                     Authorize the Chief Probation Officer to execute change orders to Contract 23-612, as long as the total aggregate amount of such change orders does not exceed 15% ($51,000) of the total increase amount requested, and the change orders do not amend the contract term, subject to review by County Counsel.

5.                     Direct the Sheriff/Coroner/Public Administrator, Undersheriff, or Chief Deputy Director of Sheriff’s Administration, to transmit any change orders to Contract 23-611 to the Clerk of the Board of Supervisors within 30 days of execution.

6.                     Direct the Chief Probation Officer to transmit any change orders to Contract 23-612 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The annual cost of $766,000 for Amendment No. 1 to Contract No. 23-611 will be funded within the Sheriff/Coroner/Public Administrator (Sheriff) budget allocation. Sufficient appropriation was included in the Sheriff’s 2026-27 budget and will be included in future recommended budgets. The amount of $340,000 included in Amendment No. 2 to Contract No. 23-612, has been included in the Probation Department’s (Probation) 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Sheriff and Probation detention facilities require ongoing maintenance and repair of locks, sliders, doors, and hardware. To ensure the ongoing safety of both staff and individuals housed at the facilities, and to prolong the useful life of facility locks, sliders, doors, and hardware, contracted services are recommended. Services will be provided at Sheriff’s Type II detention facilities, including Central Detention Center, Glen Helen Rehabilitation Center, High Desert Detention Center, and West Valley Detention Center. Services will also be provided at Probation’s detention facilities, including the High Desert Juvenile Detention and Assessment Center-ARISE Program, Central Valley Juvenile Detention and Assessment Center, and Juvenile Reentry Services.

 

On June 27, 2023 (Item No. 121), the Board of Supervisors (Board) approved Contract Nos. 23-611 and 23-612 (Contracts) with CML Security, LLC (CML) for the provision of maintenance, repairs, and emergency services of detention center locks, sliders, doors, and hardware for the period of July 1, 2023 through June 30, 2026, for Sheriff and Probation facilities, respectively.

 

After approval of the Contracts, Probation conducted a walk-through of facilities with CML and discovered several additional required provisions and the need to add Probation’s Training Center as a services location. On July 9, 2024 (Item No. 26), the Board approved Amendment No. 1 to Contract No. 23-612, increasing the contract amount by $320,000, from $420,000 to $740,000, to address Probation’s increased service needs and add the Training Center as an additional location.

 

Approval of Recommendation Nos. 3 and 4 will authorize the Sheriff/Coroner/Public Administrator, Undersheriff, or Chief Deputy Director of Sheriff’s Administration, on behalf of the Sheriff; and the Chief Probation Officer, on behalf of Probation, to execute change orders to the respective Contracts allowing for the expedited repair, replacement, and maintenance of such critical systems to ensure continued safety and security of staff and individuals housed at these facilities. Occasionally, when regular maintenance is scheduled and performed, it is then determined that additional repairs and/or parts are needed to bring mechanisms back to normal operating conditions.  Thus, the repair costs might be higher than anticipated.
