Recommendation
Acting as the governing body of the San Bernardino County Fire Protection District (SBCFPD), approve Amendment No. 1 to Agreement No. 19-341 with the California Governor’s Office of Emergency Services (CalOES) regarding reimbursement by CalOES to SBCFPD for the costs of employees attending Hazardous Materials Training, extending the term of the agreement by one year (from June 30, 2020 through June 30, 2021) and increasing the scope of training costs without changing the not to exceed reimbursement amount of $190,000.

FINANCIAL IMPACT
Approval of this amendment will not result in the use of additional Discretionary General Funding (Net County Cost). In accordance with Agreement No. 19-341, including the recommended Amendment No. 1, CalOES will reimburse SBCFPD for costs (providing training, backfilling positions or overtime, travel, lodging, per diem costs, and exercise costs) of employees attending training related to the Regional Hazardous Materials Response Program through June 30, 2021. The amount of this reimbursement shall not exceed $190,000.
As needed, revenue and appropriation adjustments pertaining to this agreement will be included in the 2019-20 year-end budget report and/or SBCFPD’s 2020-21 recommended budget for approval by the Board of Directors (Board).
BACKGROUND INFORMATION
On September 25, 2018 (Item No. 52), the Board approved an agreement with CalOES for acceptance of the temporary assignment of a 2016 Type II Hazardous Materials Vehicle and related equipment from CalOES. SBCFPD agreed that the vehicle, which is assigned to Fire Station #22 at Spring Valley Lake, would be staffed by employees that meet California Hazardous Materials Type II Response Training requirements.
Agreement No. 19-341, which was approved by the Board on May 21, 2019 (Item No. 133), reimburses SBCFPD up to $190,000 for training costs (backfill of positions, overtime, travel, lodging, and per diem costs) as needed to certify SBCFPD staff and maintain the sustainability of the Type II Hazardous Materials Response Team. This reimbursement from CalOES allows SBCFPD to maintain regular staffing and avoid degradation of services or reduction in emergency response capabilities during the training period.
The recommended Amendment No.1 to Agreement 19-341 extends the contract for an additional year (from June 30, 2020 through June 30, 2021) and allows for reimbursement of additional training and exercise costs. However, the maximum amount of reimbursement to SBCFPD remains at $190,000 for Hazardous Materials Training.
CalOES will conduct two types of training for SBCFPD staff consisting of initial training for new team members and continuing education for existing team members to maintain competency and emergency readiness. Amendment No. 1 to Agreement 19-341 is needed to ensure that SBCFPD has enough suppression staff trained to properly respond to multiple types of hazardous material incidents, as well as manage and mitigate situations.
