Recommendation

Approve Amendment No. 1 to Revenue Interim Use Permit Contract No. 23-1379 with the International Brotherhood of Electrical Workers Local No. 47 to change the event dates from May 1 through May 5, 2024, to September 18 through September 22, 2024.

FINANCIAL IMPACT

Approval of this item does not require the use of Discretionary General Funding (Net County Cost). Under Amendment No. 1 (Amendment) to the Revenue Interim Use Permit Contract No. 23-1379 (Permit), the International Brotherhood of Electrical Workers Local No. 47 (Permittee) will still pay the Regional Parks Department (Department) a total of $58,771, as detailed in the table below.  All fees charged to the Permittee will remain consistent with the 2023-24 Board of Supervisors (Board) approved fee schedule.

The Permittee will also submit a $20,000 deposit to be used for any possible damages incurred to County property due to the Permittee’s use of Prado Regional Park (Park). The Permittee will be responsible for obtaining all necessary permits, licenses, and applicable approvals, as well as security and obtaining the required insurance for the Permittee’s annual company picnic (Event). Adequate appropriation and revenue are included in the Department’s 2024-25 recommended budget.

 

BACKGROUND INFORMATION

The Department operates and maintains eight regional parks, including this Park in the City of Chino, and provides for the rental of park property through Board approved fees.  On December 19, 2023 (Item No. 81), the Board approved the Permit with the Permittee for the use of the Park on May 1, 2024 through May 5, 2024. 

 

The recommended Amendment between the Department and the Permittee amends the Permit dates and allows for a full Park rental on Saturday, September 21, 2024, for the Event from 11:00 a.m. to 5:00 p.m., with related set-up on Wednesday, September 18, 2024, until Friday, September 20, 2024, from 7:30 a.m. to 7:00 p.m., and tear-down on Sunday, September 22, 2024, from 7:30 a.m. to 5:00 p.m., whereby the Department will receive a minimum of $58,771.

 

This Amendment aligns with the County and Chief Executive Officer’s goal and objective to operate in a fiscally-responsible and business-like manner by allowing the Department to leverage its amenities and land to raise revenue to support park maintenance and development.

 

The Permittee has been using the Park for an annual company picnic since 2017. The Permittee will have exclusive use of the Park to hold this Event for the employees and their families. The Event will include food, games, and activities.
