RECOMMENDATION(S)
Recommendation
1. Accept and approve grant award from the California Department of Food and Agriculture for the 2022 Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant to support the San Bernardino County spay/neuter voucher program for residents in unincorporated areas, in the amount of $7,500, for the period of July 1, 2022 through June 30, 2023.
2. Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to accept any subsequent non-substantive amendments to the 2022 Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant award on behalf of the County, subject to review by County Counsel.
3. Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the 2022 Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant award to the Clerk of the Board of Supervisors within 30 days of execution.
4. Accept a donation from the Animals aRe First Fund, in the amount of $7,500, for vouchers to reduce the cost of spaying or neutering dogs for residents in unincorporated areas of San Bernardino County.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $7,500 from the California Department of Food and Agriculture (CDFA) for the 2022 Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant funding does not require a local match, only that the award supplement, and not replace, existing funding. Animals aRe First Fund (ARFF) has committed to donating $7,500. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2022-23 budget.
BACKGROUND INFORMATION
DPH Animal Care and Control (ACC) offers a public spay/neuter voucher program to residents in the unincorporated areas of San Bernardino County. Vouchers are redeemable for $25 for public cat spay/neuter procedures and $50 for public dog spay/neuter procedures at over 30 participating local veterinary clinics. The San Bernardino County spay/neuter voucher program is currently funded at an annual rate of $180,000 and 1,970 dog and cat spay/neuter vouchers were issued in 2020-21. ACC will utilize the grant award from CDFA and donation from ARFF to provide an additional 300 spay/neuter vouchers valued at $50.00 for dogs owned by residents redeemable at clinics participating in the San Bernardino County spay/neuter voucher program.
On February 17, 2022, the County Administrative Office authorized the submission of the grant application to CDFA for the 2022 Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant, in the amount of $7,500, for the period of July 1, 2022 through June 30, 2023. If awarded the CDFA funding, ARFF agreed to match the award by donating $7,500 to further support the spay/neuter voucher program.
On April 20, 2022, DPH received the grant award notice from CDFA for the 2022 Prevention of Animal Homelessness and Cruelty Voluntary Tax Contribution Fund Grant, in the amount of $7,500, for the period of July 1, 2022 through June 30, 2023.
