FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The County receives ongoing revenue from the sale of surplus vehicles, heavy equipment, general equipment, and furniture through public auction services. Over the past four years, the County has received approximately $1,070,000 in total annual revenue from US Auctions, LLC, now operating as Auction Exchange, Inc., dba Bar None Auction (Bar None). Proceeds from vehicles and heavy equipment contribute to offsetting replacement costs for these items. Additionally, proceeds from general equipment and furniture account for approximately $86,000 annually and contribute to offsetting the operating costs of the Surplus Property Division of the Purchasing Department (Purchasing).

 

BACKGROUND INFORMATION

Approval of this item will assign the County’s existing auctioneering contract with US Auctions, LLC to Bar None. Bar None is a California-based full-service auction company, and has acquired US Auctions, LLC, including all business operations, assets, and related contractual relationships. The acquisition became effective January 1, 2026, at which time Bar None assumed full operational control of US Auctions LLC’s facilities, personnel, client accounts, invoicing, and related auction services. Upon notification, Purchasing began reviewing the assignment documentation with assistance from County Counsel, including whether the original solicitation’s local vendor restriction affected the proposed assignment. Additional review was needed to confirm the appropriate assignment process and ensure the agreement could be updated correctly.

 

The notification further states that all existing agreements and commitments previously held by US Auctions, LLC will be honored and transitioned under Bar None to ensure uninterrupted service continuity for government and agency partners. Core operational staff will remain in place, and day-to-day services will continue without disruption.

 

On August 20, 2024 (Item No. 74), as the result of Request for Proposals No. AGENCY24-PURC 5270, the Board of Supervisors (Board) approved Agreement No. 24-788 with US Auctions, LLC for the sale of County surplus personal property, including vehicles, heavy equipment, furniture, and general equipment, for the period of August 20, 2024, through August 19, 2029.

 

Purchasing is requesting retroactive approval of the assignment, effective January 1, 2026, due to the timing of the notification and the need to complete administrative, operational, and legal review. Because this is a revenue agreement, the extended review period did not interrupt services provided to the County. This item is being presented at the first available Board date following completion of those reviews.
