Recommendation
Approve Contract with Olive Crest to provide specialized services for Commercially Sexually Exploited Children, in an amount not to exceed $810,000, for the contract period of February 10, 2026 through December 31, 2028.

FINANCIAL IMPACT
This item will not result in the use of Discretionary Funding (Net County Cost). The total cost of the contract for specialized services for Commercially Sexually Exploited Children (CSEC) will not exceed $810,000. Funding will be provided by the Complex Care Capacity Building Allocation through June 30, 2027, which is 100% federal and state-funded. For the remaining term of the contract, from July 1, 2027 through December 31, 2028, funding will be provided through the Family First Prevention Services Act, which is 100% federal and state funded. Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2025-26 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The sexual exploitation of youth has been increasing nationwide in recent years. Youth in the foster care system are particularly vulnerable to exploitation due to prior abuse they may have endured, trauma they have experienced, and/or placement in foster care itself, specifically in Short Term Residential Therapeutic Programs (STRTPs).
