Recommendation
Approve contracts with the following vendors on a fee-for-service basis, in a total aggregate amount of $1,200,000, to provide temporary contract staff to augment and supplement the existing staff at Arrowhead Regional Medical Center’s Health Information Management department, for the contract term of June 27, 2023 through June 26, 2024:
1. 22nd Century Technologies, Inc.
2. RADgov, Inc.
3. Diskriter, Inc.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $1,200,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2022-23 budget and will be included in 2023-24 recommended budget.
BACKGROUND INFORMATION
Approval of the contracts will allow ARMC to obtain temporary contract staff to assist existing ARMC coders and clinical documentation improvement (CDI) staff while recruitment is being conducted for positions within ARMC’s Health Information Management (HIM) department. The three vendors provide a registry of contract staff who provide services, such as medical coders, Document Quality Assurance Specialists, HIM leadership and clerical staff. ARMC will request staff as needed from the vendors on a rotational basis and select available temporary staff.
ARMC recommends approval of the contracts with 22nd Century Technologies, Inc., RADgov, Inc. and Diskriter, Inc. to ensure that ARMC operates in a fiscally-responsible and business-like manner by providing temporary staff to assist with coding and CDI services, as needed, while recruitment for the positions is being conducted.
PROCUREMENT
Request for Proposal (RFP) No. ARMC122-ARMC-4561 for HIM Contract Staffing was approved on May 17, 2022. On June 17, 2022, the RFP was released through the County’s Electronic Procurement (ePro) network. The intent of the RFP is to augment existing HIM staff on an as-needed basis. Twenty-two proposals were received in response to the RFP.
Evaluation of the proposals was completed by a committee comprised of representatives from ARMC Patients Accounts, Health Information Management, Hospital Compliance, Case Management, and the Clinical Social Work departments. All proposals were evaluated based on the criteria of qualification, experience, technical, financials, cost, and references. The evaluation committee determined that 22nd Century Technologies, Inc., RADgov Inc., and Diskriter, Inc. best meet ARMC’s needs and recommends them for a contract.

On May 19, 2023, a tentative award letter was sent to 22nd Century Technologies, Inc., Diskriter, Inc., and RADgov, Inc. On the same day, the unsuccessful proposers were notified in writing that they may protest the qualification review by submitting a formal protest letter to the Purchasing Department (Purchasing) within 10 calendar days of the non-selection letters. No protests were received. Purchasing approves of this procurement based on the formal, competitive solicitation referenced above.
