RECOMMENDATION(S)

Recommendation

1.                     Certify to the California Department of Transportation that there are 2,574.25 miles of road in the County Maintained Road System as of April 30, 2026.

2.                     Adopt Resolution affirming that all San Bernardino County roads listed in the Record of County Highways as of April 30, 2026, are necessary to the public convenience and are included in the County Maintained Road System.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of $1,000 for minor administrative costs to update the Department of Public Works (Department) records will be funded with Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2025-26 Road Operations budget.

 

BACKGROUND INFORMATION

California Streets and Highways Code Section 2121 requires that each county annually submit to the California Department of Transportation (Caltrans) any additions to, or deletions from, the road mileage in the County Maintained Road System (CMRS). Caltrans will then either approve or disapprove the mileage changes and certify the approved mileage to the State Controller. The Department is certifying to Caltrans that there are 2,574.25 miles of road in the CMRS as of April 30, 2026. The Resolution affirms that all San Bernardino County (County) roads listed in the Record of County Highways as of April 30, 2026, are necessary to the public convenience and are included in the CMRS.

 

By certifying the roads in the CMRS, the County is able to utilize Gas Tax revenue on CMRS roadways, remains in compliance with state laws, and is therefore eligible to receive state and federal funds.

 

Between May 1, 2025, and April 30, 2026, there was an overall increase of .66 miles to the CMRS. This increase was the net result of the following changes, as detailed on Exhibit A:

                     Increase of 1.12 miles due to the acceptance of roads or portions of roads into the CMRS

                     Decrease of 0.39 miles due to the annexation and relinquishment of CMRS roads to the City of Chino.

                     Net decrease of .07 miles for mileage adjustments on CMRS roads based on updated measurements, database validation, and improvements.

Adjustments are administrative actions by the Department that reflect new measurements of current roadway limits.
