RECOMMENDATION(S)
Recommendation
Acting as the governing body of County Service Area 53 B Fawnskin, approve Amendment No. 3 to Agreement No. 11-610 between the Big Bear Area Regional Wastewater Agency, City of Big Bear Lake, Big Bear City Community Services District, and Zone B of County Service Area 53 Fawnskin, for the treatment and disposal of County Service Area 53 B wastewater, extending the term by five years, for a total term of July 1, 2011 to June 30, 2031, with no change to the cost provisions based on wastewater flows plus actual costs.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Annual payments to the Big Bear Area Regional Wastewater Agency (BBARWA) for the treatment and disposal of County Service Area (CSA) 53 B - Fawnskin (District) wastewater are funded through service charges and user fees collected within the District. The current estimated annual cost is approximately $541,737. For reference, this equates to approximately $427 per equivalent dwelling unit (EDU). An EDU is a unit of measure used to estimate wastewater generation from a residential or commercial property. Actual annual payments will continue to vary based on BBARWA's adopted budget and wastewater flow from the District.
