Recommendation

Approve Contracts with the following agencies, to provide Sex Offender Treatment services consisting of counseling treatment and treatment plans for Justice-Involved Youth, Probation Youth Offenders and their families, in an aggregated not to exceed amount of $1,600,000, for the contract period of July 1, 2026 through June 30, 2031:

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of contracts for Sex Offender Treatment will not exceed an aggregate amount of $1,600,000 over a five-year period and is fully funded by Juvenile Justice Crime Prevention Act (AB 1913) funds. Adequate appropriation and revenue are included in the Probation Department’s (Probation) 2025-26 recommended budget and will be included in future recommended budgets. 

 

BACKGROUND INFORMATION

In September 2000, Assembly Bill (AB) 1913, the Schiff-Cardenas Crime Prevention Act, now known as the Juvenile Justice Crime Prevention Act, was signed into law. The Juvenile Justice Coordinating Council (JJCC) in San Bernardino County developed the Comprehensive Multi-Agency Juvenile Justice Plan (CMJJP), which is submitted to and approved by the Board of State and Community Corrections. As part of this plan, Probation provided counseling services through contracted providers since 2002 and continues to provide services to the following geographic areas within San Bernardino County: Central Valley, East Valley, West Valley, East Desert, and North Desert.

 

Under the recommended contracts, qualified counselors will provide Sex Offender Treatment for Youth or Justice-Involved Youth who have exhibited delinquent, pre-delinquent, and/or unlawful behavior in regard to sexual offenses. Counseling services may also be appropriate for the Youth or Justice-Involved Youth’s parents and families. The counseling contracts are designed to support juveniles and their families who do not have any other method to pay for therapeutic services. 

 

Contractor performance will be measured through review of monthly reports by Probation staff to monitor compliance with the administrative, fiscal, and program requirements of the contract.  Staff will also monitor individual referrals to ensure that total payments to each contractor do not exceed the Board of Supervisors (Board) approved budget. 

 

The contracts are written in an aggregate amount not to exceed $1,600,000 over the five-year contract period. The contracts are written in this manner to establish a Board approved list of qualified agencies to allow Probation flexibility of selecting the agency that best meets County and client service needs, serving the following geographic areas:

PROCUREMENT

On July 23, 2025, the County Administrative Office approved and authorized the release of Request for Proposals (RFP) No. PROB-25-PROB-5876 in the County’s Electronic Procurement Network (ePro), to solicit proposals from interested and qualified agencies to provide Sex Offender Treatment, including countywide in-person services, to Youth or Justice-Involved Youth who have exhibited delinquent, pre-delinquent, and/or unlawful behavior in regard to sexual offenses, for a period of five years. The RFP was posted to the County’s ePro.

 

Three proposals were received by the established deadline in response to the RFP. Proposals from the three agencies listed below met the minimum requirements and continued through the evaluation process.

The evaluation panel, with representation from Probation, reviewed and evaluated the proposals based on the criteria listed in the RFP. The criteria included: qualifications and experience, technical review, cost and revenue, and references.

 

Based on the evaluation criteria, the evaluation panel determined that Center for Effective Life Transitions and Lobban Marriage & Family Therapy, Inc. dba Receive Counseling Services best met the needs of the County. Award and denial letters were sent to all responsible and responsive proposers on May 22, 2026. No protests were received within the allowable period.

 

The Purchasing Department supports this competitive procurement based on the formal solicitation described above.
