RECOMMENDATION(S)
Recommendation
1. Approve the 2026 Update to the Airport Layout Plan set for Chino Airport.
2. Authorize the Chair of the Board of Supervisors and Director of the Department of Airports to execute the 2026 Update to the Airport Layout Plan set for Chino Airport referenced in Recommendation No. 1.
3. Authorize the Director of Airports to submit the 2026 Update to the Airport Layout Plan set for Chino Airport to the Federal Aviation Administration and approve any subsequent non-substantive changes to the 2026 Update to the Airport Layout Plan set for Chino Airport, as required by the Federal Aviation Administration, subject to County Counsel review.
4. Direct the Director of Airports to transmit the 2026 Airport Layout Plan set for Chino Airport and any subsequent non-substantive changes to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General funding (Net County Cost). There is no cost to approve, execute, and submit the 2026 Update to the Airport Layout Plan set for Chino Airport (Updated ALP).
BACKGROUND INFORMATION
This item will approve the Updated ALP for Chino Airport and authorize its execution by the Chair and the Director of the Department of Airports (Department), both of whom are required to sign per the Federal Aviation Authority (FAA), and submittal to the FAA for review and approval, which is required to maintain eligibility for Airport Improvement Program (AIP) funding.
The Updated ALP is a set of drawings that depict existing airport facilities and proposed projects, including runways, taxiways, aprons, and associated infrastructure. The Updated ALP also reflects current operational conditions, forecasted aviation activity, and long-term development concepts in accordance with FAA design standards.
On March 26, 2024, 2024 (Item No. 11), the Board of Supervisors (Board) approved a 2023 update to the Airport Layout Plan for Chino Airport.
The ALP is being updated to provide the FAA with a current plan that preserves the County’s eligibility for AIP funding and reflects existing airfield conditions and property interests. Approval of the ALP by the Board does not authorize construction of proposed projects identified in the ALP, which will be brought to the Board for separate consideration as they are advanced.
Upon approval and execution, the Department will submit the Updated ALP to the FAA for final review and approval. This item further delegates authority to the Department Director to approve non-substantive changes to the Updated ALP based on the FAA’s final review, subject to County Counsel review.
