RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Contract No. 23-453 with EyeMed Vision Care, LLC to continue as the group vision plan provider, exercising an existing option to extend the term by two years, for a total contract term of July 29, 2023 through July 21, 2028 for active employees and eligible dependents, and July 29, 2023 through July 31, 2028 for Consolidated Omnibus Budget Reconciliation Act participants.

2.                     Approve vision premium rates for EyeMed Vision Care, LLC for plan years 2026-27 and 2027-28, as shown in attachment A.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). There is no increase in cost to the County associated with the approval of this item as the vision premium rates for plan years 2026-27 and 2027-28 will not increase from current premium rates.

BACKGROUND INFORMATION

Approval of this item authorizes an extension of the terms and conditions of Contract No. 23-453 (Contract) with EyeMed Vision Care, LLC (EyeMed), the County’s Group Vision Plan provider. Approval of this item also establishes the vision premium rates for EyeMed for plan years 2026-27 and 2027-28.

 

On May 23, 2023 (Item No. 36), the Board of Supervisors (Board) approved Contract No. 23-453 (Contract) with EyeMed as the group plan vision provider for active employees and eligible dependents from July 29, 2023 through July 24, 2026, and Consolidated Omnibus Budget Reconciliation Act (COBRA) participants from July 29, 2023 through July 31, 2026, for plan years 2023-24 through 2025-26. The Contract included a guaranteed rate pass for plan years 2026-27 and 2027-28, if the County exercises the option to extend for one additional two-year term.

 

On February 12, 2026, the Employee Benefits Advisory Committee (EBAC) recommended exercising the existing option to extend the term of the Contract by one additional two-year term.  As a result of this Contract extension, the total Contract term will be July 29, 2023 through July 21, 2028 for active employees and eligible dependents, and July 29, 2023 through July 31, 2028 for COBRA participants. The active employees plan term ends on July 21, 2028, to align with the County’s benefits plan year.

 

The Human Resources Department recommends approval of this item to establish contract terms and premium rates for EyeMed to provide vision benefits for active employees, eligible dependents, and COBRA participants, for plan years 2026-27 and 2027-28.
