Recommendation
Approve contract with CLARE|MATRIX for Substance Use Disorder and Recovery Services Early Intervention, Outpatient Treatment, Intensive Outpatient Treatment and Recovery Services, in the amount of $1,520,000, in addition to the aggregate amount not to exceed $800,000 for clients referred by the Department of Children and Family Services for 2023-24, for the contract period of July 1, 2023 through June 30, 2027.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The contract amount of $1,520,000 for Substance Use Disorder and Recovery Services (SUDRS) Early Intervention, Outpatient Treatment, Intensive Outpatient Treatment (EIO IOT) and Recovery Services (Services) is funded by California Work Opportunity and Responsibility to Kids, Public Safety Realignment Assembly Bill 109, Federal Financial Participation Drug Medi-Cal, Federal Substance Abuse Prevention and Treatment Block Grant, and Transitional Assistance Department funding through a Memorandum of Understanding (MOU). The aggregate amount of $800,000 for 2023-24 is for services for clients referred by the Department of Children and Family Services (CFS) and will be funded by CFS through a MOU. Adequate appropriation and revenue have been included in the Department of Behavioral Health’s (DBH) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
DBH is responsible for providing mental health and substance use disorder (SUD) services to San Bernardino County (County) residents experiencing severe mental illness and/or SUD. As a part of the DBH system of care, SUDRS EIO IOT Services provide a full range of SUDRS prevention, treatment services, and education for communities and residents in the county. DBH anticipates that CLARE|MATRIX will provide services to approximately 150 non-CFS clients annually, at an average cost of $2,534 per client for the duration of the contract. The aggregate amount is for CFS referred clients to be used on an as needed basis.
Early Intervention services are intended for county youth (ages 12 through 17) and adults (ages 18 through 20) to identify and address potential substance use before it develops into more serious conditions. These services often involve screening, assessment, brief counseling, or psychoeducation to help clients understand the risks and develop healthy coping skills.
Outpatient Treatment is designed for clients with SUDs and provides counseling, therapy, and supportive services without requiring clients to live at a treatment facility. Services typically include individual, group, and family therapy, as well as medication management and psychoeducation.
Intensive Outpatient Treatment is a more structured and time-intensive form of outpatient care, designed for clients with moderate to severe SUDs or co-occurring mental health issues. Clients participate in multiple treatment sessions per week, which may include individual, group, and family therapy, as well as case management and other support services.
Recovery services provide those who have completed treatment with a place to seek support, allowing clients to reconnect with a former treatment provider to assist the client in navigating their recovery journey, when a formal treatment episode is not warranted. These services may include peer support, self-help groups, case management, and ongoing counseling or therapy, with the goal of maintaining abstinence and preventing relapse.
As the result of a formal procurement, on June 28, 2022 (Item No. 35), the Board of Supervisors (Board) approved contracts for SUDRS EIO IOT Services with five agencies, in the aggregate amount of $13,429,690 for the period of July 1, 2022 through June 30, 2027. The SUDRS EIO IOT Services Request for Proposals (RFP) No. DBHE22-ADMN-4401, released through the Electronic Procurement Network (ePro), is an ongoing procurement, which allows organizations to propose after the completion of the initial procurement.
PROCUREMENT
As a result of the SUDRS EIO IOT Services ongoing procurement, one proposal was received from CLARE|MATRIX in the amount of $1,974,932 during the most recent round of the procurement. The proposal was for services in the East Valley/San Bernardino Metropolitan and West Valley Regions.
The proposal was reviewed and evaluated based on the criteria referenced in the RFP, including demonstrating ability to serve the target population, providing required services, serving the number of unduplicated participants, and providing specified services by the contract start date.
Based on the evaluation results of the proposal, CLARE|MATRIX is recommended for contract award for the proposed regions, in the amount of $1,520,000. The proposal submitted indicated that CLARE|MATRIX will provide adequate and appropriate services and will be ready to provide services by the contract start date in the specified regions. This agency is currently providing services to residents through their facility located in the West Valley region.
DBH will monitor contractor performance on a regular basis to ensure compliance standards are met. Contract monitoring is inclusive of, but not limited to, site visits and assessments of policy, procedures, process implementation, and service delivery components, to ensure compliance with the contract and applicable laws and regulations. The fiscal review ensures costs claimed are reasonable, allowable, and in compliance with related financial records and procedures.
