Approve Amendment No. 1 to Contract No. 23-397 with Hallsta 360, Inc., to continue providing on-call professional healthcare construction management services, increasing the total contract by an amount not-to-exceed $1,500,000, from $3,000,000 to a not-to-exceed amount of $4,500,000, with no change to the contract term of May 23, 2023 to May 22, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The services provided under this contract are fully funded within the individual project budgets as part of the Capital Improvement Program (CIP), as approved by the Board of Supervisors (Board).
BACKGROUND INFORMATION
Since its inception in July 2005, the on-call consultant process has provided expert architectural, engineering, testing, mechanical/electrical/plumbing engineering, and construction management services for numerous CIP projects. The availability of on-call services has allowed the Project and Facilities Management Department (PFMD) to accelerate the selection of design, engineering, and/or construction related professional services, resulting in valuable savings of time and cost in the overall design/construction timeline. The on-call consultant process has significantly enhanced the efficiency and timeliness of delivering critical capital projects. Operationally, the on-call consultant process has been integral in helping PFMD meet the County and Chief Executive Officer’s goals and objectives to improve County government operations and operate in a fiscally responsible and business-like manner, by providing savings of time and cost in the overall design and construction timeline of projects.
On December 1, 2022, two Requests for Proposals; Nos. ANE223-ANE2C-4789 and ANE223-ANE2C-4786 were released through the County’s Electronic Procurement Network for on-call professional services for architectural, engineering, construction management and construction-related services. Following a competitive evaluation process, 83 on-call professional services providers were selected to provide a variety of professional services for CIP projects on an as-needed/as-requested basis.
On May 23, 2023 (Item No. 50), the Board approved on-call professional services agreements, which included Contract No. 23-397 (Contract) with Hallsta 360, Inc. (Hallsta), to provide healthcare construction management services in the not-to-exceed amount of $3,000,000, with a contract term of May 23, 2023 through May 22, 2028. Hallsta is one of six firms awarded under the specific on-call professional services healthcare construction management category. These firms were selected through a competitive procurement process to ensure the County has access to a pool of qualified healthcare construction management service professionals capable of supporting Arrowhead Regional Medical Center’s (ARMC) CIP.
Hallsta has provided program management and healthcare construction management services for multiple CIP projects at ARMC, including infrastructure upgrades, equipment replacements, facility remodels, fire and life safety assessments, roof replacement, and modernization of end-of-life medical equipment. Hallsta has utilized more than 82 percent of the current Contract amount in the delivery of ARMC projects that meet healthcare regulatory requirements under the jurisdiction of the Department of Health Care Access and Information (HCAI).
Hallsta provides program management services that keep CIP projects moving forward at ARMC, while offering continuity and institutional knowledge across the hospital’s portfolio of projects. Its familiarity with the hospital’s ongoing projects and operational constraints enables Hallsta to provide efficient and effective capital programming. As the construction management firm overseeing ARMC’s CIP portfolio as the program manager, Hallsta has established an understanding of the facilities, operations, project priorities, and leadership expectations. Increasing Hallsta’s Contract will maintain continuity across current and future projects and avoid disruption to the CIP program and ARMC operations that could result from onboarding another on-call firm. Maintaining Hallsta’s services during the remaining Contract term will facilitate efficient communication with ARMC leadership, expedited issue resolution, and streamlined approval processes, reducing potential construction delays and minimizing disruptions to ARMC’s operations.
PFMD recommends approval of Amendment No. 1 to increase the Contract by a not-to-exceed amount of $1,500,000, from $3,000,000 to $4,500,000. The increase was determined based on the anticipated project team resources needed through the remainder of the Contract term. The increase is necessary to ensure the continued availability of Hallsta’s program management and healthcare construction management expertise to support the planned growth and increasing complexity of current and upcoming CIP projects at ARMC. Over the remaining term of the Contract, the recommended amendment will provide the necessary resources to maintain the delivery of critical projects. There is no change to the Contract term, which remains May 23, 2023 through May 22, 2028.
