Approve Agreement with Kronos Incorporated, for Time and Attendance Management System in the amount of $3,000,000, for the period of July 29, 2020 through July 28, 2025.

FINANCIAL IMPACT
Approval of the item with Kronos Incorporated will not result in the use of Discretionary General Funding (Net County Cost). The cost of $3,000,000 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Sufficient appropriation and revenue are included in the Arrowhead Regional Medical Center (ARMC) 2020-2021 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
ARMC currently utilizes the ADP, Inc. Time and Attendance System to collect payroll data for approximately 3,700 employees. The data collected is transmitted to the County of San Bernardino Employee Management and Compensation System (EMACS), which is administered through PeopleSoft, to process and generate employee paychecks bi-weekly. There are 36 Time Clocks located throughout ARMC and offsite locations such as the Family Health Clinics. Data collection is accomplished through an Employee Identification Badge, which is equipped with a magnetic strip. Each ARMC employee records his or her attendance by swiping the badge through a designated time clock.
