Recommendation

1.                     Approve Amendment No. 1 to Agreement No. 25-594 with R&R B Inc. dba Servpro of Chino/Chino Hills for emergency environmental remediation and restoration services, for assignment  to Summit Eagle Lake Park Eagle Restoration Services LLC dba R&R B Servpro of Chino/Chino Hills, and revising Attachment D (Price Sheet) to include “Fixed Rate” pricing for consumable materials and equipment rentals necessary to support remediation and restoration services, with no change to the not to exceed amount of $75,000 per project, or the agreement term of September 1, 2025 through August 30, 2030.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The amendments revise Attachment D (Price Sheet) to include pricing for consumable materials and equipment rentals necessary to support emergency environmental remediation and restoration services. There is no increase to the agreement term of September 1, 2025, through August 30, 2030, with a not to exceed  amount of $75,000 per project. The cost for emergency remediation and restoration services is based on the pricing established in the agreements. Impact on individual department budgets is based upon the need for services, and departments that require emergency environmental remediation and restoration services are responsible for ensuring adequate funding in their current and future budgets. The County's average annual expenditure for these services is approximately $1,050,000 per year.

 

BACKGROUND INFORMATION

On August 5, 2025 (Item No. 70), the Board of Supervisors (Board) approved Agreement No. 25-594 with R&R B Inc. DBA Servpro of Chino/Chino Hills (R&R) and Agreement No. 25-595 with Ernest Elmer, Inc. dba Team Jeffrey Padgett Servpro (Team Servpro) to provide emergency environmental remediation and restoration services, on an as-needed basis, to County departments and agencies, for the agreement term of September 1, 2025 through August 30, 2030, with a not to exceed amount of $75,000 per project. The agreements provide departments with access to qualified, California licensed and insured contractors to respond to emergency situations throughout the county, including water extraction and restoration, fire and smoke damage mitigation and restoration, vandalism cleanup, biohazard cleanup, sewage decontamination, deodorization, mold remediation, debris removal, asbestos abatement, and lead paint abatement.

 

Purchasing was notified in June 2026 that R&R assigned Agreement No. 25-594 to Summit Eagle Lake Park Eagle Restoration Services LLC dba R&R B Servpro of Chino/Chino Hills (Servpro). Services continued to be performed as needed under the original agreements.

 

Servpro and Team Servpro (Contractors) requested revisions to Attachment D (Price Sheet) to include pricing for consumable materials and equipment rentals utilized in the performance of emergency environmental remediation and restoration services. The proposed revisions provide departments with fixed-rate pricing for materials and equipment commonly required to perform emergency response work while maintaining the existing agreement term of September 1, 2025, through August 30, 2030, and not to exceed agreement amount of $75,000 per project.  Under the current agreements, the Contractors were charging rates that fluctuated.

 

Approval of this item will revise Attachment D (Price Sheet) for Agreement Nos. 25-594 and 25-595 to include fixed rates for consumable materials and equipment rentals necessary to support remediation and restoration services.  Recommendation No. 1 would also update the vendor’s name from R&R B Inc. DBA Servpro of Chino/Chino Hills to Summit Eagle Lake Park Eagle Restoration Services LLC dba R&R B Servpro of Chino/Chino Hills and recognizes the assignment of Agreement No. 25-594 to Servpro. The amendments do not modify the scope of services, agreement term, or not to exceed agreement amount.

 

PROCUREMENT

The original agreements are a result of a competitive procurement.  Since Attachment D (Price Sheet) to the agreements with the current contractors are being revised, the current contractors provide fixed-rate quotes for consumable materials and equipment rentals necessary for the performance of their services.
