RECOMMENDATION(S)
Recommendation
1. Approve Addendum No. 1, dated February 8, 2024, to the Bid Documents for the Arrowhead Regional Medical Center Elevator Modernization Upgrades for Elevators Nos. 1 and 2 Project in Colton, providing clarification to contractor’s Bid Request for Information questions and amended the time of completion.
2. Award a construction contract in the amount of $1,744,000 to Angeles Contractor, Inc., for a contract period of 330 calendar days, from the date of the issuance of the Notice to Proceed, for the Arrowhead Regional Medical Center Elevator Modernization Upgrades for Elevators Nos. 1 and 2 Project in Colton.
3. Authorize the Director of Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract, for a total not to exceed $99,700 pursuant to Public Contract Code Section 20142.
4. Authorize the Director of Project and Facilities Management Department to accept work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Arrowhead Regional Medical Center (ARMC) Elevator Modernization Upgrades for Elevators Nos. 1 and 2 Project (Project) budget of $4,028,160 (WBSE 10.10.1057) is funded with ARMC Enterprise Funds as approved by the Board of Supervisors (Board) as part of the 2023-24 Capital Improvement Program (CIP) budget.

BACKGROUND INFORMATION
The recommended action will award a construction contract to Angeles Contractor, Inc. for the ARMC Project located in Colton. The scope of the Project consists of modernizing and upgrading the existing trauma and staff elevator cars no. 1 and 2 and equipment located in the Northern elevator bank/shaft in the Nurse Tower.
On December 19, 2023 (Item No. 55), the Board of Supervisors (Board) found the Project to be categorically exempt from further review under Section 15302, Class 2, Replacement or Reconstruction of Existing Structures and Facilities of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations), and directed the Clerk of the Board to file and post the Notice of Exemption for the Project. No additional CEQA review is required at this time.
This project is consistent with the County Administrative Office approved CIP Request No. 21-056.
PROCUREMENT
On December 19, 2023 (Item No. 55), the Board authorized The PFMD to advertise for competitive bids. PFMD advertised for bids in the Daily Press on December 22, 2023, six Plan Rooms and on the County Electronic Procurement Network (ePro). On January 16, 2024, at 10:00 AM, contractors attended a mandatory job walk. On February 13, 2024, Addendum No. 1 was issued to provide additional instructions and clarification to contractor’s questions in response to contractor’s Request for Information.
