RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 3 to Enterprise Agreement No. 24-1150 with Environmental Systems Research Institute, Inc., for proprietary software licensing with maintenance and support services, implementation services, and training, adding geographic information system modernization and migration to managed cloud services, increasing the agreement amount by $2,610,000 from $6,000,000 to $8,610,000, with no change to the agreement term of December 9, 2024 through November 30, 2027.

2.                     Authorize the Chief Information Officer or Assistant Chief Information Officer, to approve amendments and change orders to Agreement No. 24-1150, including license and service additions as needed, subject to review by County Counsel, provided that such updates do not exceed the $8,610,000 or change the term of the agreement, as authorized in Recommendation No. 1.

3.                     Direct the Chief Information Officer or Assistant Chief Information Officer to transmit printed copies of any amendments to Agreement No. 24-1150 to the Clerk of the Board of Supervisors within 30 days of acceptance and execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Amendment No. 3 (Amendment) will increase the contract by $2,610,000 for one-time cloud preparation and onboarding costs for Geographic Information System (GIS) modernization and migration to managed cloud services. Sufficient appropriation is included in the Innovation and Technology Department (ITD) GIS 2025-26 budget.

 

BACKGROUND INFORMATION

ITD and other County departments utilize GIS to visualize, understand, and interpret data. GIS is a computer system or mapping software that visualizes, analyzes, interprets, and displays data through the lens of geography. Environmental Systems Research Institute, Inc., (Esri) is a company headquartered in Redlands, within San Bernardino County, and is the industry leader best known for its suite of GIS software products called ArcGIS. ArcGIS is a geospatial software designed for viewing, editing, managing, and analyzing geographic data through maps, applications, dashboards, and reports to reveal relationships, patterns, and trends from a wide variety of information.

 

Over the past several years, San Bernardino County has embraced Esri’s GIS technologies, integrating them across departments. GIS technologies have enhanced communication and provided actionable data that has contributed to improved decision-making. GIS is a critical foundation for the County’s street and address dataset, used by public safety to respond to calls for service and management of the County’s parcel basemap through Esri’s Parcel Fabric, recently completed in January 2026. ArcGIS Enterprise is the platform that enables these products and secures sensitive regulated data, such as Protected Health Information and Criminal Justice Information Services data, which are used to drive GIS applications and maps to aid departments with business operations.

 

Due to the complex nature of an ArcGIS Enterprise environment, Esri offers managed cloud hosting services, that provide a highly available, vendor-supported hosting environment for the County's GIS platform. The managed cloud environment includes service level agreements that improve system reliability and uptime, enhanced disaster recovery capabilities, annual software version upgrades, and direct support from Esri experts and developers. In order to make the move to the Esri managed cloud environment, the County will contract with Esri to perform a complex migration over the course of approximately 16 months with an estimated completion date of November 30, 2027.

 

Anticipated benefits of this migration include a minimum of one version upgrade per year, which allows the County to stay up to date with the latest software and functionality. Historically, due to the complex nature of the platform, ITD has been unable to maintain this update cycle and has always been behind by several versions. The managed cloud environment will also provide a highly available environment that will ensure that critical applications will continue to function in the event of a disaster, where none currently exists today. Another benefit is infrastructure and software support provided directly from Esri experts and developers as well as expedited assistance to troubleshoot any infrastructure issues that may arise.

 

On November 19, 2024 (Item No. 68), the Board of Supervisors approved Enterprise Agreement No. 24-1150 (Esri EA) with Esri for the provision of proprietary software licensing with maintenance and support services, workflow implementation services, and training, in the amount of $6,000,000, for the period of December 9, 2024, through November 30, 2027.  The Board also authorized the Chief Information Officer and Assistant Chief Information Officer, to approve amendments and change orders to Esri EA, including license and service additions as needed, subject to review by County Counsel, provided that such updates do not exceed the $6,000,000 or change the duration of the Esri EA.  In addition, the Board directed the Chief Information Officer or Assistant Chief Information Officer to transmit printed copies of any amendments to the Esri EA to the Clerk of the Board of Supervisors within 30 days of acceptance and execution.

 

On June 25, 2025, through delegated authority, the Chief Information Officer executed Amendment Nos. 1 and 2 to Agreement No. 24-1150. Amendment No. 1 added additional server licenses to the Esri EA for Workflow Manager, a software product that allows for automation of workflows on the Esri platform, along with other ministerial updates to product names.  Amendment No. 1 resulted in no additional cost and no change to the agreement period. Amendment No. 2 added the purchase of 425 learning and service credits, to be used for Esri professional services as needed for configuration or implementation services, in the amount of $305,150, utilizing the existing not-to-exceed agreement amount, and resulted in no change to the agreement period.

 

ITD recommends the approval of this item to enable the migration from the County’s hosted environment to Esri’s managed cloud services for optimal County use of the Esri managed cloud services advanced platform. Recommendation Nos. 2. and 3. will continue to allow the Chief Information Officer or Assistant Chief Information Officer to approve amendments and change orders to the Esri EA to increase, add, or change licensing and services levels as the County’s needs change during the term of the Esri EA in the increased contract amount of $8,610,000, which will ensure continued compliance and optimal County use of the Esri platform.
