RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 with the following vendors to provide hotel/motel interim housing services for individuals experiencing homelessness, increasing the agreements by $5,503,768, from $200,000 to an aggregate amount not to exceed $5,703,768, to address increased demand and expand interim housing capacity and availability of additional State and Federal funding sources, with no change to the term of March 16, 2026 through March 16, 2029:

2.                     Authorize the Chief Executive Officer, Assistant Executive Officer, Deputy Executive Officer, or Chief of Homeless Services to approve and execute any subsequent non-substantive amendments to the agreements in Recommendation No. 1 to provide hotel/motel interim housing services for individuals experiencing homelessness, subject to County Counsel review.

3.                     Direct the Chief of Homeless Services to transmit any subsequent non-substantive amendments to the agreements in Recommendation No. 1 to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The aggregate agreement amount not to exceed $5,703,768, will be supported by $392,926 in federal 2024 and 2025 Emergency Solutions Grant (ESG) funds; $655,000 in Housing Disability Advocacy Program (HDAP) funds; $311,842 in Homeless Housing, Assistance and Prevention Program Round 3 (HHAP 3) County funds; $3,444,000 in Behavioral Health Bridge Housing (BHBH) funds; and $900,000 in Bringing Families Home (BFH) funds. With the exception of ESG, these sources do not require a local match. The County will meet the ESG match requirement through eligible matching expenditures budgeted and administered across other County homeless assistance and housing service programs. Adequate appropriation and revenue have been included in the Office of Homeless Services (OHS) 2025-26 budget and will be included in future Recommended Budgets.

 

BACKGROUND INFORMATION

OHS utilizes hotel and motel-based interim housing as a critical component of the County’s homeless response system. These low-barrier, non-congregate shelter options allow individuals and families experiencing homelessness access to immediate housing. Interim housing placements stabilize participants and connect them to case management, behavioral health services, and permanent housing resources, supporting the County’s ongoing efforts to reduce unsheltered homelessness.

 

On March 28, 2023, (Item No. 21), the Board of Supervisors (Board) approved the Homeless Initiative Spending Plan (Plan), which allocated approximately $72,700,000 in federal, state, and Discretionary General Fund resources towards six initiatives addressing homelessness. The Plan designated $3,800,000 in ARPA and $600,000 in HHAP-3 state grant funds for the continuation of services provided under Project Roomkey through March 31, 2024.

 

On March 27, 2025, the Department of Behavioral Health (DBH) and OHS entered into a Memorandum of Understanding (MOU) M25-03 to coordinate housing and behavioral health services for individuals experiencing homelessness. MOU M25-03 provides funding, staffing, and resources, including Mental Health Services Act (MHSA) and BHBH funding, to expand interim housing capacity, including motel placements and bridge housing, while supporting coordinated care and long-term housing stability.

 

On April 8, 2025, OHS and the Community Development and Housing Department (CDH) entered into an MOU to administer federal 2024 ESG funding to support homeless services countywide. The MOU allows OHS to provide street outreach, emergency shelter, rapid re-housing, homelessness prevention, and Homeless Management Information System activities, including motel-based shelter placements, while ensuring compliance with federal United States Department of Housing and Urban Development requirements, enabling the County to expand interim housing capacity and deliver coordinated housing and supportive services to individuals and families experiencing homelessness. An MOU is currently being drafted between OHS and CDH for federal 2025 ESG in an approximate amount of $200,000 for Emergency/Interim Housing.

 

On April 22, 2025, OHS and the Transitional Assistance Department entered into MOU M-1512-25-2 to administer HDAP funding, which provides housing assistance and disability benefits advocacy for individuals experiencing homelessness. The agreement enables OHS to deliver interim housing, housing navigation, and case management services while assisting clients in securing Supplemental Security Income and Social Security Disability Insurance

 

On January 14, 2026, OHS and Children and Family Services entered into an MOU to administer Transitional Age Youth and BFH Program funding. Under this MOU, OHS provides housing navigation, interim housing, and case management services to youth ages 18 to 24, including those transitioning from foster care or probation systems, as well as families involved in the child welfare system who are experiencing or at risk of homelessness.

 

On November 21, 2025, OHS released Request for Proposals No. EDA126-OHS02-6149, through the County’s Electronic Procurement Network, to solicit interested and qualified organizations and agencies. A total of nine applications were received in response to the RFP by the established deadline; all nine applications moved forward through the evaluation process.

 

Applications were evaluated using criteria that included, but were not limited to: cost, location, availability of rooms, availability of beds, ability to accept pets, Americans with Disabilities Act accessibility, and hotel/motel amenities.

 

Based on the programmatic and fiscal evaluation, and subsequent contract negotiations, Purchasing approved the eight proposers selected and awarded contracts. The proposed amendments are within the scope of the original solicitation, do not alter the services being provided, and are consistent with County procurement policies.

 

Approval of the recommended agreement amendments will support OHS in continuing and expanding interim housing efforts for individuals experiencing homelessness in the County. OHS is seeking Board approval to amend eight existing agreements to increase funding based on program demand, service utilization, and the availability of additional state and federal funding sources. These agreements provide geographically dispersed, non-congregate shelter options across the Central Valley, West Valley, East Desert, High Desert, and Mountain regions, ensuring equitable access to safe, temporary housing throughout the County.
