Approve Amendment No. 6 to Contract No. 14-857 with Biggs Cardosa Associates, Inc., increasing the contract amount by $159,272, from $2,706,512 to a new total not-to-exceed amount of $2,865,784, to provide additional design construction support for the Glen Helen Parkway Bridge Over Cajon Wash Project in the Devore area, and revising the scope of work exhibit to provide additional detail, with no change to the contract term of October 21, 2014 through December 30, 2027.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fees, and other federal, state, and local funding. The Glen Helen Parkway Bridge Over Cajon Wash in the Devore Area (Project) is funded by the Federal Highway Bridge Program (HBP), administered by the California Department of Transportation (Caltrans), at 88.53% and 11.47% by the County’s local match. The local match is funded with Community Service Upgrades Reserve as approved by the Board of Supervisors (Board) on July 23, 2024 (Item No. 52). Sufficient appropriation and revenue are included in the Department’s 2026-27 Road Operations budget (6650002000 11H14646) and will be included in future recommended budgets, as necessary.
BACKGROUND INFORMATION
The Project consists of the construction of a four-lane bridge over Cajon Wash that will connect to the existing grade separation that crosses over the Union Pacific and Burlington Northern Santa Fe railroad lines. The Project is intended to improve regional connectivity, traffic circulation, and emergency access while supporting planned transportation improvements within the area.
On October 21, 2014 (Item No. 35), the Board of Supervisors (Board) approved Contract No. 14-857 with Biggs Cardosa Associates, Inc. (BCA), in the amount of $1,599,963, for an initial term of October 21, 2014, through December 30, 2017, to provide professional engineering and environmental services for the Project.
The Board subsequently approved the following amendments to Contract No. 14-857:
• Amendment No. 1, approved on December 5, 2017 (Item No. 44), extended the contract term through December 30, 2020, with no change to the contract amount.
• Amendment No. 2, approved on December 15, 2020 (Item No. 58), extended the contract term through December 30, 2023, due to delays associated with right-of-way acquisition and United States Army Corps of Engineers Section 408 approval and increased the contract amount by $210,378, from $1,599,963 to $1,810,341.
• Amendment No. 3, approved on February 28, 2023 (Item No. 53), increased the contract amount by $561,870, from $1,810,341 to $2,372,211, to update the Project design and environmental documents and complete right-of-way certification services. The amendment also extended the contract term through December 30, 2027, and incorporated applicable Caltrans terms and conditions.
• Amendment No. 4, approved on July 9, 2024 (Item No. 39), increased the contract amount by $170,000, from $2,372,211 to $2,542,211, to complete environmental permitting and drainage design services.
• Amendment No. 5, approved on April 29, 2025 (Item No. 53), increased the contract amount by $164,301, from $2,542,211 to $2,706,512, to provide construction support services and update the scope of services, cost proposal, and Project schedule.
Construction of the Project is currently underway, and additional consultant design support is needed to address design changes resulting from unanticipated site condition changes. Other work includes coordination, review and approval of technical submittals, and responding to requests for information.
Approval of this item will amend Contract No. 14-857, by increasing the contract amount by $159,272, from $2,706,512 to a total not-to-exceed amount of $2,865,784 and revising the scope of work to include additional construction design support services, as set forth in Exhibit A-6.
The contract term of October 21, 2014, through December 30, 2027, remains unchanged. Following Board approval of this item, construction of the Project is anticipated to continue through completion in December 2027.
