Recommendation
Approve Amendment No. 3 to Joint Powers Agreement No. 94-292 with the City of Big Bear Lake for the Mountain Area Regional Transit Authority, revising language to reflect a change in board composition, update obsolete terms, and make other non-substantive formatting and grammatical corrections.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Mountain Area Regional Transit Authority (MARTA) is funded by Local Transit Funds (LTF) allocated by the San Bernardino County Transportation Authority, the City of Big Bear Lake (City), and through private revenue contracts. The allocation of LTF between the City and the County for the MARTA area of service is based on population and road miles.
BACKGROUND INFORMATION
In 1993, the City and the County entered into a Joint Powers Agreement (JPA) based on a study that recommended that a new entity be formed within the area to improve public transit service to the local communities.
Discussions between the County and the City led to the formation of the MARTA on December 1, 1993. The MARTA governing board consists of five members. Two board members are Big Bear City Council (City Council) members appointed by the City Council and two are members of the San Bernardino County Board of Supervisors (Board) or their designees.
