Recommendation
1. Acting as the governing body of San Bernardino County:
a. Approve Capital Improvement Program Project in the amount of $795,984, for the planning, testing, compliance, design, and final engineering phase of the Moabi Well Project at Moabi Regional Park.
b. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments in the amount of $795,984 as detailed in the Financial Impact section, for the Moabi Well Project at Moabi Regional Park (Four votes required).
2. Acting as the governing body of County Service Area 70 Countywide, authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments in the amount of $795,984, as detailed in the Financial Impact section, for the Moabi Well Project at Moabi Regional Park (Four votes required).

FINANCIAL IMPACT
Approval of this item will result in the use of Discretionary General Funding (Net County Cost). The planning, testing, compliance, design, and final engineering phase of the Moabi Well Project (Project) at Moabi Regional Park will be funded in the amount of $795,984 by the Community Service Upgrades Reserve Fund.
The following 2026-27 budget adjustments are needed to establish the Project budget, which includes the transfer of funds from San Bernardino County to County Services Area 70 Countywide - Capital Improvement Program (CIP) fund:

BACKGROUND INFORMATION
Hexavalent chromium, also known as chromium-6, is a naturally occurring element found in groundwater due to the erosion of chromium deposits, and, in some instances, past or present industrial activities involving the use or handling of chromium compounds. On October 1, 2024, the California State Water Resources Control Board established a maximum contaminant level (MCL) through the adoption of the Hexavalent Chromium MCL Regulation SWRCB-DDW-21-003, which sets the MCL at 10 parts per billion. On February 6, 2026, the Regional Parks Department (Department) was notified that sampling data from Moabi Regional Park Well No. 4 indicates levels of chromium-6 above the newly established MCL. In order to meet the regulatory compliance deadline of October 1, 2028, the Department is proposing to construct treatment facilities to reduce chromium-6 concentrations.
This funding will support design, compliance planning, testing, and final engineering to meet regulatory compliance. Additional project costs and funding needs will be determined as the project progresses and will be presented to the Board in a future item, as applicable.
PROCUREMENT
Upon approval of the Project, County Service Area 70 Countywide will implement the Project through the competitive selection for professional engineering services through a request for proposal pursuant to County procurement and California Government Code and Public Contract Code requirements. If necessary, contracts for the Project will be brought back to the Board for approval.
