Recommendation
Approve Contract with Children and Families Commission of San Bernardino County to establish the Champions for Primary Prevention network and provide competency training services on a cost reimbursement basis in an amount not to exceed $1,600,000, for the contract period of August 4, 2026 through June 30, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total cost of these services will not exceed $1,600,000. Funding for this contract is provided through the Family First Prevention Services (FFPS) State Block Grant, funded 100% by the California Department of Social Services (CDSS). Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The Family First Prevention Services Act (FFPSA), enacted in February 2018, is dedicated to prevention services programs, and reflects a shift in the focus of child welfare from response to prevention. This approach maximizes available funding, promotes trauma-informed, evidence-based practices, keeps families intact, and encourages cross-system collaboration to prevent children from being removed and placed into foster care. In support of these prevention efforts, competency training under the Champions for Primary Prevention (CFPP) initiative will strengthen the knowledge and skills of participating community agencies in areas including primary, secondary, and tertiary prevention; infant and early childhood development and mental health; trauma-informed care and relational health; evidence-based home visiting; social determinants of health and protective factors; community supporting practices; reflective supervision; and collaborative referral practices for Community Pathways, which provide families with access to prevention services and resources through community-based settings outside of the traditional child welfare service delivery system.
On November 24, 2024, Children and Family Services (CFS) co-hosted the Community Family Revival Town Hall Meeting with City Center Community Church at 455 W. 4th Street, Suite B, in San Bernardino. The event brought together local families, community leaders, faith-based partners, and community-based organizations to discuss community needs, strengthen collaboration with CFS, and gather feedback to support prevention planning.
CFS announced the availability of funding for new and expanded prevention planning programs and invited proposals from interested parties for possible funding. CFS received several prevention-related proposals in response. Each proposal presented a distinct program concept addressing a different aspect of community prevention need rather than a competing bid for the same scope of work. Children and Families Commission of San Bernardino County (First 5) submitted a proposal in March 2025 to partner with CFS to implement the CFPP initiative. This program aims to expand the capacity of community agencies, providers, and lived experts (individuals with direct, first-hand experience with child-serving or family-serving systems who use that experience to inform program design, engagement, training, service delivery, or system improvement) to address the community's needs through an approach anchored in brain science, trauma-informed care, and relational health.
CFS reviewed the prevention-related proposals received based on alignment with FFPSA and Comprehensive Prevention Plan goals, target population, scope and scale, implementation feasibility, provider capacity, regional reach, ability to support Community Based Organizations (CBO), and alignment with available funding timelines. Based on these factors, the CFS Executive Leadership Team, consisting of the Director and Assistant Directors of CFS, selected First 5’s proposal because the organization has the proven expertise and capacity to deliver the prevention services described in the proposed CFPP program.
Following receipt of First 5's proposal, CFS completed program development, aligned the initiative with available FFPS state block funding, and finalized contract development before bringing the agreement to the Board for approval.
Approval of this item will allow CFS to partner with First 5, who will establish a network of CFPPs that participate in prescribed training over one year, designed to improve and increase the capacity, reach, and outcomes of local community agencies, therefore improving youth outcomes throughout the community. While the competency training itself is delivered over one year, the two-year contract term allows time for related pre- and post-training activities, including procurement, recruitment and contracting, coordination with CFS, progress reporting, evaluation, final reporting, and sustainability planning.
The initiative will establish a network of CFPP through competency training, collaboration with participating CBO’s and activities designed to strengthen local prevention capacity and improve outcomes for children, youth, and families.
PROCUREMENT
Purchasing Department supports this non-competitive procurement based on specialized credentials/expertise/training. First 5 possesses specialized expertise as a leading regional provider of prevention services for children and families, with deep ties to local community-based organizations. As a member of the Interagency Leadership Team, First 5 has unique insight into County prevention goals and the established capacity necessary to effectively deliver this initiative. The partnership with First 5 supports the CFPP initiative funded through the FFPS State Block Grant administered by CDSS.
