RECOMMENDATION(S)
Recommendation
1. Acting as the governing body of the County of San Bernardino (County):
a. Find that allowing the use of County vehicles and communication equipment for County public safety employees participating in the 2020 Baker to Vegas Challenge Cup Relay will serve the purpose of promoting employee morale through camaraderie, physical fitness, teamwork and competition in the law enforcement community.
b. Approve the use of County vehicles and communication equipment, as detailed in the Background Information section, for the 2020 Baker to Vegas Challenge Cup Relay for the period of April 3 through April 5, 2020.
2. Acting as the governing body of the San Bernardino County Fire Protection District (County Fire):
a. Find that allowing the use of County Fire vehicles and communication equipment for County public safety employees participating in the 2020 Baker to Vegas Challenge Cup Relay will serve the purpose of promoting employee morale through camaraderie, physical fitness, teamwork and competition in the law enforcement community.
b. Approve the use of County Fire vehicles and communication equipment, as detailed in the Background Information section, for the 2020 Baker to Vegas Challenge Cup Relay for the period of April 3 through April 5, 2020.

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Costs associated with this event are expected to be minimal and are included in each department’s 2019-20 budget.
BACKGROUND INFORMATION
The annual Baker to Vegas Challenge Cup Relay, hosted by the Los Angeles Police Revolver and Athletic Club, Inc., is a 120-mile relay event from Baker, California to Las Vegas, Nevada for law enforcement agencies throughout the United States and Canada. Besides the County of San Bernardino, this year’s relay includes over 290 teams from agencies such as: Edmonton Police Department (PD) (Canada), Belize National Police, Boise PD, Santa Ana PD, San Diego PD, California Highway Patrol-Northern Division, Newport Beach PD, Calgary PD (Canada), Fontana PD, California Game Wardens, Los Angeles Sheriff’s Department, Federal Bureau of Investigations (FBI) Arizona, FBI San Francisco, U.S. Marshal, Detroit PD, Ventura County Sheriff’s Department, and Riverside County Sheriff’s Department. This event began in 1985 and has grown over the years to become the world’s largest law enforcement event. This year’s race will be held on April 3 through April 5, 2020 and is expected to draw over 8,000 participants, including runners, support personnel, and spectators.
The use of County and County Fire resources for this event promotes employee morale through camaraderie, physical fitness, teamwork and competition in the law enforcement community. This year, the Sheriff/Coroner/Public Administrator (Sheriff) will have five teams participating in the event and the Probation Department (Probation) will have one team participating. County Fire Emergency Communication Services volunteers will be providing support services for San Bernardino County participants. It is estimated that over 150 County employees will take part in the event through running or volunteering to assist those employees who are running. Additionally, with the Sheriff and Probation directly participating, this event will provide an excellent opportunity to showcase the County’s law enforcement agencies in a positive way.
Although all County employees will be participating on their own time, travel and vehicle costs for the Sheriff’s executive staff members will be funded by the Department in the estimated amount of $1,288. Participating agencies are requesting that County and County Fire’s vehicles be used to travel with the runners as well as shuttle runners back to their parked vehicles at the end of their leg of the race, and to provide mobile communications support, as necessary. All individuals driving County vehicles will be County or County Fire employees and possess a valid California Driver’s License. The following vehicles are requested to be used to assist those participating in the event:

• 3-Chevrolet Impala (Sheriff)
• 1-Dodge Ram (Sheriff)
• 1-Ford F-150 (Sheriff)
• 1-Ford E350 Raytheon Van (County Fire/Office of Emergency Services [OES])
• 1-Ford F150 Utility (County Fire/OES)
• 1-Ford F250 Utility (County Fire/OES)
• 2-Ford Explorers (County Fire/OES)
In addition, five satellite phones will be used in the event emergency communication is necessary outside the cell phone coverage area.
