RECOMMENDATION(S)

Recommendation

Approve Employment Contract with Kristy Turpin, as a Lead Human Capital Management Analyst, to provide support on the Human Capital Management Software Implementation Services and Cloud Services Replacement Project, for the period of May 30, 2026 through May 26, 2028, for the estimated annual cost of $247,744 (Salary - $171,314 Benefits - $76,430).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The estimated annual cost in the first year of this employment contract is $247,744 for salary and benefits  and increases to $254,602 for salary and benefits in the final year. The estimated total cost for this employment contract is $502,346 for salary ($347,371) and benefits ($154,975). Sufficient appropriation is included in the County Administrative Office Automated Systems Development 2025-26 budget to fund the costs related to this employment contract and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

On May 5, 2026 (Item No. 37), the Board of Supervisors (Board) approved agreements with Oracle America, Inc. for the Human Capital Management Software Implementation Services and Cloud Services Replacement Project (Project), including County projected-related implementation and support costs, for a total of $41.7 million. Projected-related implementation and support costs include contractor support, temporary staffing, internal labor, and backfill support. As implementation progresses, staff will refine staffing assumptions, validate resource needs, and determine whether future requests are warranted. Any such requests will be presented to the Board through a subsequent item. As a result of this previously approved Board Agenda Item, the Human Resources Department (HR)  recommends approval of the Employment Contract (Contract) with Kristy Turpin.

 

Ms. Turpin desires to leave regular employment with the County, and HR desires to retain her in a contract position as a Lead Human Capital Management Analyst to focus solely on the Project. Since Ms. Turpin holds such deep expertise and knowledge in her subject area, HR recommends approval of the recommended Contract to ensure the successful implementation of the Project for the County. Ms. Turpin will provide a comprehensive range of services, including conducting current state assessments, developing future state design recommendations, supporting system implementation, assisting with change management and training efforts, and providing ongoing advisory and continuous improvement support to HR. If the Contract is approved, Ms. Turpin’s last day of regular employment with the County will be May 29, 2026.

 

Under the terms of the Contract, either party may terminate the Contract at any time, without cause, upon 14 days’ prior written notice to the other party. The County may terminate the Contract immediately for just cause.
