RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to Employment Contract No. 20-02 with Jessenia Castro to continue to provide support services to the Fourth District as a Field Representative I, offering the Bronze PPO Medical Plan instead of the Medical and Dental Subsidy, effective March 14, 2020, for an estimated annual cost of $33,535 (Salary - $24,180, Benefits - $9,355).

2.                     Approve Amendment No. 4 to Employment Contract No. 15-73 with Suzette Dang to continue to provide support services to the Fourth District as a Community Services Liaison, adjusting the benefits offered for the period March 14, 2020 through June 5, 2020 to include an auto allowance, pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance, for an estimated annual cost of $58,352 (Salary - $36,000, Benefits - $22,352).

FINANCIAL IMPACT

Approval of these employment contract amendments will not require the use of additional Discretionary General Funding (Net County Cost). Sufficient appropriation exists within the Fourth District’s 2019-20 budget to fund the costs related to these employment contract amendments and will be included in future recommended budgets

 

BACKGROUND INFORMATION

Staff services to members of the Board of Supervisors (Board) are provided through contractual arrangement, as required by the County Charter.  On January 7, 2020 (Item No. 4), the Board approved Employment Contract No. 20-02 that engaged Ms. Castro to provide support services to the Fourth District Supervisor as a Field Representative I.  Recommendation No. 1 will offer the Bronze PPO Medical Plan instead of the Medical and Dental Subsidy that was pursuant to the San Bernardino County Exempt Group Working Conditions Ordinance.

 

On February 10, 2015 (Item No. 4), the Board approved Employment Contract No. 15-73 with Suzette Dang to provide services as a Community Services Liaison.  On May 5, 2015 (Item No. 3), the Board approved Amendment No. 1 to the employment contract, providing Ms. Dang with a medical premium subsidy.  On September 13, 2016 (Item No. 3), the Board approved Amendment No. 2 to the employment contract, increasing the bi-weekly salary and bi-weekly hours worked. On August 22, 2017 (Item No. 3), the Board approved Amendment No. 3 to Ms. Dang’s employment contract that updated the original contract language to allow the employee to receive and utilize all leaves pursuant to the terms and conditions set forth in the San Bernardino County Exempt Group Working Conditions Ordinance.  Recommendation No. 2 will adjust Ms. Dang’s benefits to include an auto allowance for the period March 14, 2020 to June 5, 2020 based on anticipated increased driving and attendance at meetings.

 

These employment contract amendments shall be effective March 14, 2020.  Either party may terminate their respective contract at any time without cause with a 14-day prior written notice to the other party.  The respective contract may be terminated for just cause immediately by the County.
