FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The Perinatal Equity Initiative (PEI) grant documents must be submitted to the California Department of Public Health, Maternal, Child and Adolescent Health Division (CDHP/MCAH) in order to receive the grant award for Perinatal Equity Initiative funding in the amount of $1,960,620, for the grant period of July 1, 2019 through June 30, 2021.  The Department of Public Health (DPH) will present the grant award agreement for Board of Supervisors (Board) approval and acceptance of the PEI funding at the first available date following receipt of the state agreement from CDHP/MCAH. 

 

BACKGROUND INFORMATION

The goal of PEI is to improve African-American infant and maternal health and to decrease African-American health disparities for women and infants in comparison to other groups.  PEI focuses on reducing African-American infant mortality by implementing interventions to reduce preterm birth and low birthweight and improve the health of the mother before, during, and following pregnancy, including attention to social and environmental factors that impact the women’s health and well-being.  Approval of this item will allow DPH to submit the necessary grant documents for the implementation of PEI in San Bernardino County (costs, scope of work, personnel) for CDPH/MCAH’s approval prior to the issuance of the state agreement awarding PEI funding.

 

PEI funding, allocated by CDPH/MCAH to local health jurisdictions, must be utilized solely for the purpose of improving black infant birth outcomes and reducing black infant mortality.  DPH will be responsible for the administration of County PEI funding with oversight that will include ensuring program implementation, planning evaluation and fiscal management complies with CDPH/MCAH guidelines; expanding scope of interventions to complement the Black Infant Health program; incorporating results based accountability; and conducting local awareness efforts to improve prenatal health and birth outcomes. 

 

On August 29, 2019, the County Administrative Office approved the submission of the grant application to CDPH/MCAH for PEI funds to improve African-American infant and maternal health, in the amount of $980,310 annually, for the two-year grant period of July 1, 2019 through June 30, 2021.

 

On January 14, 2020, DPH was notified by CDPH/MCAH that the PEI grant documents listed in the Recommendation must be completed, approved by the Board, and submitted to CDPH/MCAH for approval prior to the issuance of the state agreement.
