Recommendation
Approve Amendment No. 1 to the following contracts for Family Caregiver Support Program Services, increasing the combined contract amounts by $870,000, from $2,100,000 to an amount not to exceed $2,970,000, and extending the contract an additional year, for a total contract period of July 1, 2020 to June 30, 2024:
1. Inland Caregiver Resource Center, Contract No. 20-474, increasing the contract amount by $640,000, from $1,860,000 to $2,500,000.
2. Reach Out Morongo Basin, Contract No. 20-475, increasing the contract amount by $230,000, from $240,000 to $470,000.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The total cost of $870,000 for services will be a combination of Federal Area Plan (AP) funding from the California Department on Aging (CDA), which included Federal American Rescue Plan Act (ARP) funding and State Older Adults' Recovery and Resilience (OARR) Act funding. Adequate appropriation and revenue have been included in the Department of Aging and Adult Services (DAAS) 2023-24 budget. Review and approval is not required from the County’s Coronavirus Local Fiscal Recovery Fund County American Rescue Plan (CLFRF) team as the ARP funding in these contracts is provided to DAAS by the Federal Area Plan and the CDA, and not from the CLFRF.
BACKGROUND INFORMATION
The Family Caregiver Support Program (FCSP) was created as Title III-E of the Older Americans Acts Amendments of 2000. The Administration on Aging administers the program at the Federal level, and the CDA and DAAS administer the program at the State and County levels respectively. FCSP serves non-paid caregivers, family or non-family, that have been providing care on an informal basis.
Families are the primary providers of long-term care for older and disabled citizens. Caring for elderly or a disabled members of the family can potentially impact the caregiver’s mental and physical health. FCSP provides a wide range of services in order to assist family and informal caregivers to care for their loved ones at home as long as possible. Services include, but are not limited to, counseling, training to aid in the care of a senior, day care, and respite care.
The recommended amendments will allow the vendors to continue to provide FCSP services to approximately 4,438 clients annually, at an estimated cost of $196 per client for an additional year.
On June 10, 2022, the CDA issued Program Memo No. 22-09 for OARR funding under Home and Community Based Services (HCBS) programs for Family Caregiver Support with an original expiration date of December 31, 2024 that was later revised to December 31, 2023. The FCSP provides local, multifaceted system of support services to unpaid family caregivers of older adults and grandparents, or other older relatives who have primary caregiving responsibilities for a disabled person, through access assistance, information services, respite care, supplemental services, and supportive services (i.e., assessments, counseling, support groups, and training). The purpose of the OARR funding is to provide financial resources to strengthen older adults’ and caregivers’ recovery and resilience from the isolation and health impacts resulting from staying at home during the COVID-19 pandemic.
PROCUREMENT
On February 24, 2020, the County Administrative Office approved and authorized the release of a Request for Applications (RFA) to solicit applications from qualified agencies to provide family caregiver support services. The RFA was posted on the Electronic Procurement Network (ePro) and mailed to prospective vendors. A formal procurement was conducted for contracts, effective July 1, 2020 and two applications were received.
On June 23, 2020 (Item No. 9), as a result of this competitive procurement, the Board of Supervisors approved Contract Nos. 20-474 and 20-475, for the contract term of July 1, 2020 through June 30, 2023, with both Inland Caregiver Resource Center and Reach Out Morongo Basin in the amounts of $1,860,000 and 240,000 respectively.
Contractor performance will continue to be measured by reviewing monthly reports and annual site visits by San Bernardino County (County) staff to monitor compliance with the administrative, fiscal, and program requirements of the contract. The contracts may be terminated by the County immediately and without cause by the County by serving a written notice to the Contractor 30 days in advance of termination or in the event that additional funding is not available to the County for the remainder of the contract period.
