Recommendation
Approve Amendment No. 2 to Contract No. 20-473 with Inland County Legal Services, Inc., for senior legal services, increasing the contract amount by $900,000, from $1,850,000 to a total amount not to exceed $2,750,000, and extending the contract term by one year, for a total contract period of July 1, 2020 through June 30, 2024.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The amendment amount of $900,000 for senior legal services is funded by a combination of the Federal Older Americans Act Title III- B (OAA) and Older Adults Recovery and Resilience (OARR) funding from the California Department of Aging (CDA). Adequate appropriation and revenue have been included in the Department of Aging and Adult Services (DAAS) 2023-2024 budget.
BACKGROUND INFORMATION
The OAA was designed to maintain the welfare and dignity of older individuals and to meet the diverse needs of this population. As the designated Area Agency on Aging, DAAS has received funding to provide senior legal services since 1985. Examples of legal services utilized by seniors are estate planning; wills and trusts; consumer/finance, bankruptcy and debt collection; housing concerns such as landlord-tenant issues, foreclosures, reverse mortgages; and advance health care directives.
The target population for these services includes older individuals who are age 60 and older; reside in rural areas; who have the greatest economic and/or social need (with particular attention to low-income minority individuals); have severe disabilities; are limited English proficient; have Alzheimer's disease and related disorders with neurological and organic brain dysfunction; and are at risk for institutional placement.
The recommended amendment with allow contractor to provide an estimated 1,548 seniors with approximately 4,641 hours of services per year at an approximate cost of $581 per client.
Contractor performance will continue to be measured by reviewing monthly reports and annual site visits by County staff to monitor compliance with the administrative, fiscal, and program requirements of the contract. The contract may be terminated by the County immediately in the event that funds are not available and without cause by serving a written notice to the Contractor 30 days in advance of termination.
PROCUREMENT
On June 23, 2020 (Item No. 8), as the result of a competitive procurement, the Board approved Contract No. 20-473 with ICLS, for a total contract amount not to exceed $990,000, for the period of July 1, 2020 through June 30, 2023, with two additional one year options to extend the contract term.
On December 26, 2022 (Item No. 5), the Board approved Amendment No. 1 to the contract with ICLS, increasing the contract amount by $860,000, from $990,000 to $1,850,000, to provide additional legal services, with no change to the contract period of July 1, 2020 through June 30, 2023.
