Recommendation
Authorize Purchasing Agent to issue purchase orders to West Covina Foster Family Agency, also known as Casa Esperanza Treatment Center, for Short Term Residential Therapeutic Program Services, in the aggregate not to exceed amount of $824,350, for the period of June 23, 2025 through April 24, 2026.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). West Covina Foster Family Agency, also known as Casa Esperanza Treatment Center (Casa Esperanza), offers Short Term Residential Therapeutic Program (STRTP) Model of Care (IMC) individualized services at a rate of $49,734 per month, per youth, for no more than two youth per facility. Probation's portion of Casa Esperanza IMC is subject to Youth progression, for the purpose of the purchase orders, the Probation Department (Probation) assumes both Casa Esperanza youth slots are needed for up to 10 months to address the needs of one youth under its jurisdiction (Youth), at $99,468 per month. The Transitional Assistance Department (TAD) would fund the standard STRTP rate of $17,033 per month.
