RECOMMENDATION(S)
Recommendation
Approve contracts with the following agencies, including non-standard terms, to provide support services under the Ryan White HIV/AIDS Part B HIV Care Program, in the aggregate not-to-exceed amount of $1,435,329, for the period of April 1, 2026 through March 31, 2029:
1. DAP Health, Inc., in the amount of $69,906
2. Foothill AIDS Project, in the amount of $899,580
3. Wellness and Equity Institute, in the amount of $243,456
4. Young Scholars for Academic Empowerment dba TruEvolution, Inc., in the amount of $222,387

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The recommended contracts will be fully funded through reimbursement from the California Department of Public Health, Office of Acquired Immunodeficiency Syndrome (AIDS), through the Ryan White Part B HIV Care Program (HCP). Adequate appropriation and revenue have been included in the Department of Public Health (DPH) 2025-2026 budget and will be included in DPH's future recommended budgets.
BACKGROUND INFORMATION
The Office of AIDS is the State grantee for Ryan White Part B and allocates funds for the administration of HCP through local jurisdictions, such as San Bernardino County (County). DPH, acting as the designee, administers these funds. Ryan White Part B funds provide support services to those affected by human immunodeficiency virus (HIV)/AIDS.
