FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $1,191,177.80 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2026-27 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Contract with Arif International Corp. DBA Numeriksoft (Numeriksoft), will enable ARMC to purchase five subscriptions for Sophos firewall software and security products. Sophos firewalls help protect the ARMC network by monitoring and analyzing network traffic and blocking unauthorized access and cyberattacks from external sources. In addition, Sophos antivirus and anti-ransomware solutions provide endpoint protection for all ARMC workstations and servers. The subscription also includes technical support for all licensed products, ensuring ongoing maintenance and assistance when needed.

 

ARMC currently uses Sophos through Contract No. 24-400. Purchasing approved Contract No. 4400017963 on September 7, 2021. On May 21, 2024 (Item No. 15), the Board of Supervisors approved Amendment No. 1 to Contract 4400017963, which was subsequently renamed Contract No. 24-400. Contract No. 24-400 will expire on September 6, 2026, which is why a new contract for these services is necessary.

 

ARMC recommends approval of the Contract as it supports fiscally responsible operations by protecting the ARMC network environment from cyberattacks, reducing the risk of operational disruptions, data loss, and costs associated with cybersecurity incidents.

 

PROCUREMENT

On February 19, 2026, Request for Proposals No. ARMC126-ARMC-6250 (RFP) for Comprehensive Cybersecurity Coverage - Sophos Products Renewal was released through the County’s Electronic Procurement (ePro) network. Four proposals were received in response to the RFP. Of the four proposals received, two were deemed unresponsive as the proposals did not include information requested in the RFP.

 

Evaluation of the two responsive proposals was completed by a committee comprised of representatives from Information Management. Proposals were evaluated based on the criteria of qualification, experience, technical review, cost, and references. The evaluation committee determined that Numeriksoft best met ARMC’s needs and recommended them for a contract.

On June 5, 2026, a tentative award letter was sent to Numeriksoft. On that same day, the unsuccessful agencies were notified in writing that they may protest based on the criteria in the RFP by submitting a formal protest letter to the Purchasing Department (Purchasing) within 10 calendar days of the non-selection letters. No protests were received.

 

Purchasing supports this procurement based on the competitive solicitation referenced above.
