Recommendation
Acting as the governing body of County Service Area 70 BL (Bloomington), approve Amendment No. 1 to Construction Contract No. 26-223 with All Cities Engineering, Inc. for the County Service Area 70 BL Bloomington Sewer Expansion Project, to address design changes that were not reasonably foreseeable at the time of contracting, increasing the total contract amount by $382,500, from $2,249,535.60 to $2,632,035.60, with no change to the construction duration of 190 calendar days from the issuance date of the Notice to Proceed (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). County Service Area (CSA) 70 BL Bloomington (District) is funded by sanitation fees charged to customers based on usage. On April 8, 2025 (Item No. 62), the Board of Supervisors (Board) of San Bernardino County (County) approved a Memorandum of Understanding with the Southern California Association of Governments (SCAG) under which the County would receive grant funding in an amount not-to-exceed $6,508,000 for the Bloomington Sewer Expansion Project (Project). The proposed amendment will increase Contract No. 26-223 by $382,500, from $2,249,535.60 to $2,632,035.60, and will be fully funded using available SCAG grant funds allocated to the Project. Sufficient appropriations were included in the District’s 2025-26 budget and 2026-27 recommended budget and will be included in the future recommended budgets, as needed.
BACKGROUND INFORMATION
The Project is located in the unincorporated Bloomington area surrounded by the cities of Rialto and Fontana and includes installing a sewer main on Marygold Avenue, Locust Avenue and Linden Avenue enabling property owners to transition from septic to sewer. It is estimated that approximately 150 parcels could benefit from this sewer system.
On March 24, 2026, (Item No. 55), the Board of Supervisors, acting as the governing body of the District, awarded Contract No. 26-223 to All Cities Engineering Inc. in the amount of $2,249,535.60 with a construction duration of 190 calendar days from the date the District issued the Notice to Proceed to the Contractor. The Notice to Proceed was issued on April 2, 2026.
During development of future sewer improvements, it was determined that the proposed sewer main would be too shallow to support future system expansion as originally designed. Utilizing the remaining grant funds, the Department recommends adding a segment of sewer main to extend the line to Alder Avenue along Marygold Avenue, ensuring continuous service along this corridor rather than terminating mid-block. This modification resolves the depth conflict, enhances the long-term functionality of the system, and provides full sewer access to this portion along Marygold Avenue. The amendment amount reflects the associated construction cost adjustments.
