FINANCIAL IMPACT
Approval of this item will not result in the use of Net County Cost (Discretionary General Funding), and no cost will be incurred by the Department of Public Works (DPW).
BACKGROUND INFORMATION
Section 2006(a) of the State Streets and Highways Code (Section 2006(a)) requires the Board of Supervisors to appoint a registered civil engineer as Road Commissioner for all road districts in the County by holding a public hearing. Section 2006(a) also requires that notice of the hearing be posted at least 14 days but not more than 30 days prior to the hearing at the County courthouse and published at least once in a newspaper of general circulation in the County. DPW has taken steps to satisfy the notice requirements per Section 2006(a).
This action will appoint Brendon Biggs as the County Road Commissioner. Mr. Biggs is a registered civil engineer who is currently serving as the Interim Director of DPW. His duties include the management of the Transportation Division of Public Works, which includes operations and maintenance, permitting, planning, design, and budgeting for all County roads. Mr. Biggs is well-qualified to perform the duties of Road Commissioner. The recommended appointment is due to the recent retirement of the previous Road Commissioner.
