Recommendation
Approve Amendment No. 2 to Contract No. 23-521, with San Diego State University Research Foundation, to provide Social Worker training for Children and Family Services staff, revising the definitions, scope of work, general contract requirements, increasing the contract amount by $5,967,385, from $8,288,472 to $14,255,857, and exercising the optional two-year extension, for a total contract period of July 1, 2023 through June 30, 2028.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total cost of this Amendment will not exceed $5,967,385, and will be funded through the Child Welfare Services Allocation, which is 50% Federal ($2,983,692.50) and 50% Local Share ($2,983,692.50). Adequate appropriation and revenue have been included in the Human Services Administrative Claim 2026-27 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
California Department of Social Services (CDSS) requires Children and Family Services (CFS) to provide child welfare training to staff social workers and supervisors as specified in CDSS Staff Development and Training Manual, Section 14-610, and in the Welfare and Institutions Code 16206 et al. CDSS’ Training Support Unit oversees and supports training of child welfare professionals via partnerships with the California Social Work Education Centers as well as statewide Regional Training Academies (RTA) to provide mandated, culturally relevant, practice-based training to child welfare workers.
The Academy for Professional Excellence (Academy), a project of San Diego State University (SDSU) School of Social Work, serves as a regional training academy and was established in 1996 to provide training with a primary focus on Southern California. Child Welfare Development Services (CWDS) is a program of the Academy and is referred to as the Southern Academy, serving Imperial, Los Angeles, Orange, Riverside, San Bernardino, San Diego, Santa Barbara, and Ventura counties. CWDS is one of four approved Title IV-E funded RTA’s in the state of California and offers core training for child welfare workers.
San Diego State University Research Foundation (SDSURF) is a non-profit corporation that administers grants and contracts on behalf of SDSU and is the fiscal agent of the Academy. SDSURF through CWDS is the only CDSS-approved training provider for the County. CFS has contracted with SDSURF for social worker training since April 2013.
On June 13, 2023 (Item No. 28), the Board of Supervisors (Board) approved Contract No. 23-521, with SDSURF to provide social worker training and services for CFS staff, in a total amount not to exceed $8,288,472, for the period of July 1, 2023 through June 30, 2026.
On December 16, 2025 (Item No. 33), the Board approved Amendment No. 1 to Contract No. 23-521, with SDSURF to revise the Scope of Work and Fiscal Provisions, with no change to the total contract amount of $8,288,472, or the contract period of July 1, 2023 through June 30, 2026.
Under the recommended Amendment, CFS is electing to execute the contract’s optional two-year extension, amending the contract period from July 1, 2023 through June 30, 2028. The Amendment also updates contract requirements to incorporate revised language related to the Levine Act and the Byrd Act, ensuring funds provided are not to be used for campaign contributions or lobbying. Additional revisions will be made to the Right to Monitor and Audit section, as well as the Definitions section.
In terms of the SDSURF’s responsibilities, SDSURF, through CWDS, will continue to provide the necessary training courses to CFS staff members, adding a 60-minute e-Learning course to the curriculum for 2026-28, which will be offset by reducing the number of Core Simulation and Advanced training courses in the same fiscal year. E-Learning will be made available to 874 CFS Social Work staff and any additional staff hired by CFS during the remainder of the contract. The cost per employee for current staff will be $61. This number will be reduced as new employees are brought on board. The contract amendment will revise the Fiscal Provisions to include additional funds of $5,967,385, with the total contract not to exceed $14,255,857.
Performance of the contract will continue to be monitored by review of monthly reports to ensure compliance with the administrative and program requirements of the contract. The contract may be cancelled at any time upon 30 days’ written notice.
